以“创”促“转”：新常态下如何推动新旧动能转换

【摘 要】随着我国经济建设的不断发展，我国相继出现经济增长迟缓现象，其原因问题诸多。其中，改变这一现象的有效措施是推动新旧动能转换，因此，论文通过对“以创促转”新常态下如何推动其新旧动能转换工作进行具体研究分析，结合现阶段我国经济发展实际情况，并提出相应的优化措施与规划策略，为日后我国经济增长与稳定发展奠定坚实的理论基础。

【Abstract】With the continuous development of China's economic construction， China's economic growth has slowed down in succession， and the causes of which is various. Among them， the effective measure to change this phenomenon is to promote the transformation of new and old motion energy. Therefore， this paper makes a specific research and analysis on how to promote the transformation of new and old motion energy under the new normal of "promoting the transformation by innovation"， combined with the actual situation of our country's economic development at the present stage， it puts forward the corresponding optimization measures and planning strategies， so as to lay a solid theoretical foundation for China's economic growth and stable development in the future.

1 引言

现阶段，我国经济持续增长，但时常会出现相对迟缓现象，在机制体系与长远规划还处于较为传统的旧动能管理模式当中，很难与现代化的经济体制与市场发展相吻合。因此，对相应的新旧动能转换工作应该采用以“创”促“转”的理念模式，并以创新观念与思想解放为主。运用科学、合理的学习教育、创新思路模式，根据市场经济发展需求对我国新旧动能转换工作进行创新改革，为日后经济增长的顺利、平稳打下保障基础。

2 新旧动能转换的背景与实质

2.1 及时扭转经济增长下滑的重要性

改革开放以来，我国逐渐实现了计划经济向市场经济的成功转变，市场经济建设长期以来取得显著成效。现阶段，因受到经济增长周期性调整与国际金融市场波动性增大等因素，我国的经济提升速度逐渐平缓，造成这种现象产生因素诸多。首先，这种现象的出现即是我国经济高速增长后平缓回落的合理性反映。……
