直升机综合标准体系建设

【摘 要】中国直升机设计研究所建立了以技术标准为主体，包括管理标准和工作标准在内的综合标准体系，并开展了体系的换版和动态维护。标准体系建设形成了体系框架，梳理了标准细目，提出和落实了标准制修订需求，对其的应用发挥了积极作用。同时，在巩固现有效能的基础上，体系需要在国际化、信息化等方向上争取新的发展。论文对直升机综合标准体系建设展开了研究。

【Abstract】 China Helicopter Research and Development Institute has established a integrated standard system with technical standards as the main body， including management standards and working standards， and has carried out revision and dynamic maintenance of the system. The construction of standard system has formed a system framework， sorted out the details of standards， put forward and implemented the requirements of standard revision， and played a positive role in its application. At the same time， on the basis of consolidating the existing efficiency， the system needs to strive for new development in the direction of internationalization and informatization. The construction of helicopter integrated standard system is studied in this paper.

1 标准体系建设目标

标准体系是由若干个相互依存和制约的标准组成的具有特定功能的有机整体，不是标准的简单堆积，反映了标准之间的联系[1]。

建立、维护以技术标准为主体，包括管理标准和工作标准在内的综合标准体系，目标在于满足型号研制标准化需求，推动科研、管理等向程序化、规范化迈进，为业务工作提供具有先进性、开放性、继承性、前瞻性和实用性的指导材料。

2 指导思想

按照以直升机研发为主业、以航空产品和民用产品研制为补充的发展方针，以中国直升机设计研究所（以下简称直升机所）中长期发展战略为指导，立足于直升机产业长远发展需要，全面贯彻科学发展观，自主创新;同时充分汲取国内外先进、成熟的技术和管理经验，结合军民用直升机企业技术和管理的现状与发展趋势，以及现有标准采用情况，从以下三个主要方面开展工作，全面建设与直升机研发体系相适应的标准体系，提升直升机所产业的自主研发和创新能力：
