“双一流”建设背景下学科国际化的发展路径探究

摘  要：“双一流”建设与高等教育国际化是互动共进的。学科是一流大学的生成基础，文章对学科国际化支撑“双一流”建设的必要性进行了阐释，厘清了当前影响学科国际化的问题和挑战，并为学科国际化提供了可参照的发展路径。

Abstract： The growth of world-class university and the development of disciplines are closely linked with a number of international elements. Disciplines are the foundation of becoming a top-tier university globally. This article tries to explain the necessity of promoting "Double First-Class" development through internationalization of disciplines， better clarify the issues and challenges involved in the process and lay out the proper development path of the internationalization of disciplines.

一、“双一流”建设背景下学科国际化概述

2015年11月，为提升我国高等教育综合实力和国际竞争力，促进高等教育内涵式发展，国务院发布《统筹推进世界一流大学和一流学科建设总体方案》（下称“总体方案”），这是落实创新驱动发展战略的重大举措。“总体方案”围绕 “中国特色，世界一流”的核心要求，明确提出要通过一流学科的建设带动世界一流大学的建设，并将“推进国际交流合作，加强国际协同创新，切实提高我国高等教育的国际竞争力和话语权”作为五项改革任务之一，推动实现我国从高等教育大国到高等教育强国的历史性跨越。加强与世界一流大学和学术机构的实质性合作，加强国际协同创新，切实提高我国高等教育的国际竞争力和话语权，是中国高校进一步参与全球教育资源竞争与合作的必然诉求，也是国家实力发展到一定阶段的必然行为。不断提高国际化办学的层次和水平是我国高等教育发展目前面临的重要课题，也是提升水平和质量的必然途径，更是责无旁贷的历史使命。
