特色小镇发展模式与政策思考

摘要：随着经济社会的不断发展，作为推动供给侧结构性改革及新型城镇化的有效路径，特色小镇这一新兴产业平台应运而生，它是新时代经济社会发展的重要形态，对促进我国产业转型升级、新型城镇化、供给侧改革、乡村振兴和全面建成小康社会等具有积极促进作用。新型城镇化背景下的特色小镇建设必须及时调整方向，创新模式，完善监督考核机制，从发展模式及政策思考等方面为探索特色小镇的健康发展之路提供参考。

Abstract： With the continuous development of economic society， as supply side structural reform and new efficient way of urbanization， the characteristic town this emerging industry platform arises at the historic moment， it is an important form of the new era of economic and social development， to promote the transformation and upgrading of China's industry， the new reform， rural development and urbanization， the supply side has a positive role to build a well-off society in an all-round way， etc. But at the same time， we should also see some problems in the construction of small towns with Chinese characteristics， such as seeking quick success and quick profit， turning into real estate and increasing the risk of local debt. Under the background of new urbanization， the construction of characteristic towns must adjust the direction in time， innovate the mode， perfect the supervision and assessment mechanism， and provide references for exploring the healthy development of characteristic towns from the aspects of development mode and policy thinking.

1 特色小镇发展模式

1.1创新设计

如何规划、建设及运营好特色小镇，后期运营一个符合游客预期、满足人们口味和消费需求的小镇，必然要在创新设计上花心思。必须要立足于当地，发掘当地资源及特色，找到我们有而别人没有的发展点，精准定位，打造自己的特色。要让特色小镇具有真正的“特色”，而不是生搬硬套别人的，让小镇能够标新立异、别具一格，这就是特色小镇的创新设计。

1.2 特色小镇发展模式突破性创新

首先，解决特色小镇综合治理问题需要模式创新。在空间距离、功能设计及土地利用等方面，避免远离城市服务中心造成的空间分割、产业过度单一化和传统工业化及碎片化开发导致的土地不集约等问题。其次，适应宏观环境和国内比较优势的变化需要模式创新。新时代我国宏观环境和国际比较优势正在发生急剧变化，人口红利正向人才红利转变，土地红利正向空间治理红利转变，政策红利正向服务环境优势转变，区域地理优势正向区域一体化优势改变，这就要求新时代特色小镇及时调整发展方向，创新发展模式。……
