Abstract: The remaining 30 provinces of China except Tibet are divided into three parts, east, middle and west based on the SBM model and the ML index. The static and dynamic changes of green efficiency of water resources are analyzed, and the Theil index is used to analyze the spatial distribution differences of green efficiency of utilization of water resources among various provinces. The results show that: (1) The green efficiency of utilization of water resources in China varies from province to province, indicating a slow rising trend. The green efficiency of utilization of water resources in different regions shows a pattern of in the east>middle>west. (2) The technological progress index is the main factor affecting the efficiency of water resource. (3) The difference in green efficiency of utilization of water resources among various regions is much higher than that within the regions, and the eastern part has the largest contribution rate.

Abstract: Using the panel data in Jiangsu Province from 2005 to 2017, the relationship among water pollution, environmental regulation and high-quality economic development is studied. Firstly, the entropy weight method is used to establish the evaluation system for high-quality economic development. Secondly, the SYS-GMM method is used to establish the benchmark regression model. Taking the water pollution as the threshold variable, the effects of water environment regulation on the economic development are investigated under different water pollution levels. Finally, the spatial heterogeneity of water pollution is studied from the south, middle and north regions of Jiangsu Province. The research results show that the water pollution has a negative effect on the quality of economic development. The water environment regulation in Jiangsu Province generally restricts the quality of economic development. With the aggravation of water pollution, the restraining effects of environmental regulation on the quality of economic development will gradually decrease. There is spatial heterogeneity in the influences of water pollution and environmental regulation on the quality of economic development in the three regions of Jiangsu Province.

Abstract: Taking wastewater discharge as non-ideal output, the Malmquist-Luenberger index method based on the directional distance function is used to measure GTFP of 11 provinces and cities in the Yangtze River Economic Belt, and various factors affecting productivity are analyzed by establishing a measurement model. The research shows that from 2008 to 2018, the GTFP in the Yangtze River Economic Belt is generally fluctuating and has regional heterogeneity. The growth rate of GTFP in the eastern provinces and cities is generally higher than that in other regions. The “growth effect” caused by technological progress is the main power source of productivity improvement. The constraint of water resources and the GTFP in the Yangtze River Economic Belt has a relationship of roughly inverted “U”, and the innovation compensation effect brought by reasonable regulation of water use is greater than the negative cost effect.

Abstract: Based on the ecological footprint theory, the ecological footprint, ecological carrying capacity and ecological surplus and deficit of water resources in Jiangsu Province from 2008 to 2017 are calculated and analyzed. The main causes of ecological deficit are analyzed according to the tertiary accounts. The utilization efficiency of water resources in Jiangsu Province is evaluated by using the four indices of ecological surplus and deficit index of water resources per capita, ecological pressure index of water resources, sustainable utilization index of water resources and ecological footprint of water resources of ten thousand Yuan GDP. The results show that the utilization of water resources in Jiangsu Province has been in a state of extremely unsafe ecological deficit during the research period, but the degree of sustainable utilization is improving. The ecological footprint of water resources of the first industry is the largest, and the second is industry, and the sum of the above two accounts for about 90% of the total ecological footprint, which are the main reason that causes the ecological deficit of water resources and the high ecological pressure index of water resources.

Abstract: Under the background of the “Belt and Road” Initiative, the Lancang-Mekong Cooperation Mechanism takes “connectivity” as one of the five priority cooperation directions, and new requirements have been put forward for shipping governance in the basin. With the development of globalization, informatization and regional integration, the traditional mode of single bureaucracy governance and market governance in the basin frequently fails, and the network governance provides different perspectives and methods. A multi-level network governance structure with dual structural characteristics of “circle” and “network” makes joint efforts through the governance methods of bureaucracy, market and network from the three levels of government, market and society. The lessons from the successful governance experience of the Rhine river and the Nile are drawn, and more governance powers are given to the water-related enterprises, people, NGOs, think tanks, media and research institutions. Eventually, based on the actual situation, a multi-level network governance mechanism is proposed to improve the plight of cross-border shipping cooperation in Lancang-Mekong River basin.

Abstract: In the evaluation of social stability risks of large-scale hydraulic projects, the public is an important participant, and the differences in living environment, knowledge background and psychological quality between individuals will directly affect the evaluation results. The public participation maturity is a measure element for the public participation. It consists of two aspects: capability maturity and psychological maturity. Therefore, the questionnaire is designed from the two angles of capability and psychological maturity, and the internal influence paths are explored by using the structural equation model. The results show that the public participation in the psychological maturity has a direct effect on the capability maturity, while the capability maturity affects the psychological maturity through the participation willingness. There is an interaction between them. The government can conduct moral quality education and improve the public participation motivation in order to enhance the public participation in the psychological and capability maturity. Finally, the overall public participation maturity is improved and the quality of evaluating the social stability risks is ensured so as to improve the scientific decision-making of large-scale hydraulic projects.

Abstract: As a new economic growth mode, the platform economy is deeply integrated with the knowledge-intensive service industry. Taking 11 provinces and cities along the Yangtze River Economic Belt as the research object, the correlated development degree of the platform economy and the knowledge-intensive service industry is investigated by establishing their development indices by comprehensively using the grey correlation method. The research results show that the development of the platform economy and the knowledge-intensive service industry in the Yangtze River Economic Belt steadily increases, and the overall level of grey correlation between them is not high, but the time axis steadily increases.

Abstract: At present, the problem of water ecological environment damage is becoming more and more severe. The compensation consultation for the water ecological environment damage is a system innovation of protecting the ecological environment. It conforms to the needs of ecological and social development, and has three functions: balancing the ecological and other interests, improving the efficiency of ecological damage relief and maintaining the ecological order. However, the specific implementation of this system may face the confusion of the subject status of consultation rights, the poor connection mechanism between consultation and litigation, and the imbalance between environmental ecological interests and other social public interests. Therefore, in view of the particularity of the water ecological environment, based on the improvement of the system of substantive law and procedural law, it is imperative to carry out the system reform of consultation on compensation for the water ecological environment damage.

Abstract: Based on the investigation about the working progress of River (Lake) Chief System in China, the remarkable achievements after its implementation are analyzed. Finally, 10 suggestions on how the River Chiefs fulfil their duties as head geese in fully carrying out the River Chief System are put forward.

Abstract: Under the background of global warming and rising of sea level, the risk of flood disasters in an urban system becomes severe with the continuous development of urbanization. An evaluation model for the vulnerability of urban foods in Yangtze River Economic Belt is established. Taking Nanjing, Wuhan and Chengdu as examples, the entropy weight method is used to determine the corresponding weight of each index, and the fuzzy set pair analysis method is used to judge the grade of the sample. The results show that in the five years from 2012 to 2016, the average vulnerability index of Nanjing is the lowest, and it totally has a decrease tendency due to the effects of low population density, high green areas and high economic density. The average vulnerability index of Wuhan is the highest, and its vulnerability is worsening due to high population density and low greening rates in built-up areas. The average vulnerability index of Chengdu is medium, and its vulnerability has a decrease tendency due to the impact of declining population density, increasing economic density and increasing density of drainage pipes. Some suggestions are put forward for reducing the vulnerability of urban floods in Yangtze River Economic Belt as follows: development of the local economy, rational adjustment of the speed of urbanization, and construction of drainage infrastructures.

Abstract: Taking the 13 cities in Jiangsu Province as the research object, the DEA-Malmquist model is used to calculate the agricultural water efficiency and total factor productivity index during the period from 2010 to 2017, and then the spatial distribution pattern and time-space evolution trend are analyzed. The results show that the overall agricultural water efficiency in Jiangsu Province is not effective, and the differences are obvious in different regions, indicating the descending pattern of south, north and middle regions of Jiangsu Province. The agricultural water efficiency increases in Jiangsu Province, including every cities and in each period, mainly relying on the technological progress effects, and in terms of growth rate, there is a descending order of south, north and middle regions of Jiangsu Province. The pure technical efficiency and scale efficiency are in recession, and they limit the growth of total factor productivity. In the future, inter-regional cooperation should be strengthened, technological investment should be increased, and the technical efficiency should be improved.

Abstract: Based on the data of 38 cities along the Yangtze River Economic Belt from 2007 to 2015, the efficiency of water pollution treatment of each city is measured by SBM model. On this basis, the influences of the competition among local governments in the direction of investment attraction and scientific and technological innovation on the efficiency of local water pollution control are investigated. The results show that the investment competition among local governments in the Yangtze River Economic Belt has no significant effect on the efficiency of water pollution control. However, the competition among local governments in scientific and technological innovation has a negative impact on the efficiency of water pollution control. According to this conclusion, the corresponding policy suggestions are put forward to improve the efficiency of water pollution control in cities along the Yangtze River Economic Belt.

Abstract: The comprehensive evaluation index system is established and applied in the operation and management of hydropower stations. Based on the cloud model, the evaluation model is established. The weight of the index is calculated by using the combination of the subjective and objective weight methods, known as the AHP and EWM methods. The evaluation grade of the operation and management of hydropower stations is determined by combining the cloud similarity algorithm with the formula for calculating evaluation grade probability. Taking 7 typical hydropower stations as examples, the evaluation grades of the operation and management of the hydropower stations are analyzed, and the comparative cloud maps are plotted. The evaluation grades and the effects of their operation and management visually reflected. The results show that the proposed method has good applicability for the evaluation of the operation and management of hydropower stations.
