中郝峪村旅游脱贫运营模式与绩效评价研究

摘要 以淄博市博山区中郝峪村旅游脱贫模式为研究对象，通过实地考察和发放问卷，收集第一手资料进行实证分析，探讨影响股份制改革的具体因素。在回顾国内外旅游脱贫研究成果的基础上，从理论上构建了乡村旅游脱贫机制的基本框架，梳理了乡村旅游脱贫机制的典型模式及其特点，分析了中郝峪村股份制改革对旅游脱贫的意义和影响因素，找出存在的问题，提出提升中郝峪村旅游脱贫绩效的思路。

Abstract Taking the tourism poverty alleviation model of Zhonghaoyu Village in Boshan District of Zibo City as the object， based on field investigation and questionnaires，the firsthand data was collected for empirical analysis，and then the specific factors which affecting the reformation of the jointstock were discussed. On the basis of reviewing the research results of tourism poverty alleviation at home and abroad，the basic framework of rural tourism poverty alleviation mechanism was theoretically constructed，and the typical model and characteristics of rural tourism poverty alleviation mechanism were sorted out， We analyzed the meaning and influencing factors of the reform of Zhonghaoyu Village jointstock system for tourism poverty alleviation and found out the existing problems，and finally put forward the idea of improving the performance of tourism in povertystricken villages.

山東省淄博市博山区中郝峪村地处山东省鲁中山区腹地，全村共113户、340人。由于地处山区，交通不便，该村曾经是远近闻名的贫困村，村集体负债一度达8万余元。自2003年开始，该村依托独特的地理环境和生态资源优势，发展以休闲度假为主的乡村旅游项目，十几年来通过“个体农户集资入股”“部分农户集资组建公司、农民专业合作社和家庭农场”“农村集体产权制度改革整合村集体资源实现全员股份化”的改革“三步曲”，带动了村集体经济发展和农民群众增收致富，探索出一条发展村集体经济的新路子，让一个贫困的小山村变为美丽的新农村，使“绿水青山”变成了“金山银山”。

为探究中郝峪村旅游脱贫致富的模式，课题组2017—2018年先后数次深入中郝峪村，对参与股份制的农户采用调查问卷，与村干部、旅游公司负责人、游客等……
