从民国36年开滦矿务总局一封信看公文管理

编者按：根据开滦集团档案馆馆藏民国36年开滦矿务总局的一封英文信件，我们得以获悉很多历史信息，特别是查看信件的传送、翻译、批复、收讫、保管等细节，也能窥豹一斑，了解到70多年前的开滦煤矿日常经营之规范、财务流程之完备、公文管理之精细。

在翻阅档案卷号为2018-340，标题为《开滦总局致滦矿公司董事会信函关于索要账册、申请25所员司住宅及聘用外国审计员事宜》的历史档案时，偶然发现一封民国36年（公元1947年）开滦矿务总局发给开平公司的一封信，平心静气将原文翻译之后，发现其中蕴含的信息量非常之大。原件如图：

Dear Sirs，

With further reference to our letter of October 14th in which we put forward to you a proposal made by the Kaiping Company that the Administration's books and accounts in China be audited by both a duly qualified Chinese auditor and a duly qualified foreign auditor， the Kaiping Company has advised us that in so far as the foreign auditor is concerned it is their wish that the firm of Lowe， Bingham & Thomsons，of which Mr. M.C. Halton， is a Tientsin Director， should be em-ployed.

Would you be so good as to advise us whether you wish yourselves to appoint a Chinese auditor or whether you would care to nominate your choice and allow us to make the appointment.

It would seem proper that the fees of both the Chinese and the foreign auditors should be paid for out of the funds of the the Administration.

关于我方（开滦矿务总局）已从10月14日的来信中知悉开平公司所提建议，即公司在中国运营所需的一切账目和账簿管理，均应由一名合格的中国审计师和一名合格的外国审计师共同进行审计，开平公司已告知我们（开滦矿务总局），就外国审计师的聘用意见，希望从Lowe，Bingham&Thomsons公司（该公司是普华永道国际会计师事务所的前身之一）中选拔人员，该公司的M.C.Halton先生是合适人选，他又是Lowe，Bingham&Thomsons天津公司的总经理，可以被聘用。

在中国审计师的聘用方面，请告知我们您公司是否希望直接任命一名中国审计师，或者您公司是否愿意提名一个合适人选，以供我们（开滦矿务总局） 聘用。……
