军民融合在军事交通物流运输中的应用与发展

摘要：军事交通物流运输配送是军民融合发展最直接最广泛的领域，也是最早进行平战结合、军民结合实践探索的行业。随着国家经济转型发展和军队改革的深入推进，军事交通物流运输配送面临诸多挑战和难得的历史发展机遇，本文将从战略定位、强军目标、实现途经等方面，深刻阐述军民融合发展战略的科学内涵，进行系统梳理审视，在新的起点上找准自身方位，在深度融合上下功夫、做文章，努力走在时代前列。

Abstract： Military transportation， logistics， transportation and distribution is the most direct and wide-ranging field for the development of military-civilian integration and is also the earliest industry to explore the combination of peace and war and military-civilian practice. With the in-depth advancement of the country's economic transformation and military reform， military transportation， logistics， transportation and distribution is facing many challenges and rare historical development opportunities. This article elaborates on the scientific connotation of the development strategy of military-civilian integration from the aspects of strategic positioning， goal of strengthening the military， and realization path， finds its own position at a new starting point， focuses on the deep integration， and strives to be at the forefront of the times.

0  引言

党的十九大第一次将军民融合深度发展，作为新时代中国特色社会主义思想和基本方略的重要组成部分，明确写入党章，成为治国理政的重大战略，为党开阔战略视野，应对复杂安全威胁，赢得国家战略优势，实现强国强军和民族复兴宏伟目标指明了方向[1]。习主席深刻指出，“军民融合发展，既是兴国之举，又是强军之策”。只有坚定走军民融合深度发展之路，将军事交通物流运输配送深深地植根于国家综合交通运输和物流大体系之中，才能真正把国家交通运输和物流潜力转化为现实的运输投送保障能力[2]。

1  认清军事交通物流运输配送军民融合发展的阶段特征

军队与地方的交通物流运输配送，具有共同的功能属性和双向互融的鲜明特点。一方面，军队各级职能部门和大型国有交通物流企业也一直都在做且从未间断过;另一方面，随着时代的发展变化，交通建设和物流环境已发生深刻变革，给军事交通物流运输配送提出了新的更高要求，提供了难得的发展机遇[3]。……
