海关智慧监管点设置研究

摘要：相对于传统的集装箱码头，上海洋山港全自动化码头最大的特点是实现了码头集装箱装卸、水平运输、堆场装卸环节的全过程智能化的操作。作业模式的变化，也意味着海关的业务监管模式，也需要从传统海关监管模式同步向自动化码头海关智慧监管模式改变。本文针对上海洋山港全自动化码头布局和业务流程，首先对比分析了传统码头监管模式和自动化码头海关智慧监管模式，接着根据实际调研情况，确定了洋山港全自动化码头内海关智慧监管设备的部署地点。本文的研究成果可以相关项目的实施提供有益参考。

Abstract： Compared with the traditional container terminal， the biggest feature of the fully automated terminal of Shanghai Yangshan Port is the intelligent operation of the whole process of container loading and unloading， horizontal transportation， and yard loading and unloading. The change of operation mode also means that the customs business supervision mode also needs to change from the traditional customs supervision mode to the automated terminal customs smart supervision mode. This paper focuses on the layout and business process of the fully automated terminal in Shanghai Yangshan Port. Firstly， it compares and analyzes the traditional terminal supervision mode and the automated terminal customs smart supervision mode. Then， based on the actual research， it determines the deployment location of the customs intelligent supervision equipment in the fully automated terminal in Shanghai Yangshan Port. The research results of this paper can provide useful reference for the implementation of related projects.

0  引言

目前世界建成和在建的自动化码头已近30座，已成为码头发展的必然趋势。中国作为世界贸易大国，随着一带一路的建设，自动化码头建设同样呈现出蓬勃发展势头。国内厦门远海码头、青岛港前湾四期工程最早开始先后投入生产阶段，而国内最大的上海洋山深水港区四期全自动化码头也已经投入运行。

相对于传统的集装箱码头，上海洋山港全自动化码头最大的特点是实现了码头集装箱装卸、水平运输、堆场装卸环节的全过程智能化的操作。这就意味着整個码头和堆场内将不再有人，不仅岸桥不需要人驾驶，连集装箱卡车也不再需要，直接由自动运行的无人驾驶AGV小车把集装箱运到堆场，堆场的桥吊也是无人操作。……
