试析农村公共体育服务供给侧结构性改革路径

摘  要：农村公共体育服务供给侧改革有利于缓解公共体育服务供给和需求之间的矛盾，推进农村体育事业的繁荣发展。本文以供给侧结构性改革为视角，概述了当前农村公共体育服务现状，分析了农村公共体育服务供需矛盾的主要表现，提出了农村公共体育服务供给侧结构性改革实践路径。

Abstract： The supply side reform of rural public sports service is conducive to easing the contradiction between the supply and demand of public sports service and promoting the prosperity and development of rural sports. From the perspective of supply side structural reform， this paper summarizes the current situation of rural public sports services， analyzes the main manifestations of the contradiction between supply and demand of rural public sports services， and puts forward the practical path of supply side structural reform of rural public sports services.

在新时代背景下，农村的面貌发展了翻天覆地的变化，农民群众对于公共服务需求呈现出多元化的趋势。然而，农村公共体育服务供给和需求之间不能得到协同性发展，公共体育服务供需矛盾依然突出。为此，在农村公共体育服务领域进行供给侧改革，有利于实现公共体育服务均等化，满足不同农民群众的体育活动需求。

1  我国农村公共体育服务供需矛盾

现阶段，农村公共体育服务总体供给数量不足，供给水平相对低下，甚至存在着无效供给。尤其对一些相对贫困地区的农村而言，公共体育场地和设施严重匮乏，体育活动开展较为单一，体育宣传和服务机制也不够完善，农村公共体育服务总体效果并不明显。

1.1 供给主体和形式相对单一

农村公共体育服务有着显著的排他性，供给主体大多情况下是由于当地的相关政府职能部门。一般情况下，当地政府在体育服务方面的资金受到当地的财政收入的影响。当然，村委会公共体育服务中有着一定的资金投入。……
