全过程工程造价在现代建筑经济管理中的重要性

【摘  要】在建筑工程管理领域，全过程的工程造价对于工程的前期预算及后期施工工作的推进都有着直接影响。对于工程造价合理高效的管控是建筑工程成本控制体系的核心内容，并且会贯穿于一项工程的全过程，包含建筑工程项目的前期投资决策、方案设计、招投标、施工和竣工验收等不同阶段。

【Abstract】In the field of construction engineering management， the whole process engineering cost has a direct impact on the engineering's early budget and the promotion of the late construction work. Reasonable and efficient management and control of engineering cost is the core content of construction engineering cost control system， and it will run through the whole process of a engineering， including different stages of construction engineering project， such as early investment decision-making， scheme design， bidding and tendering， construction and completion acceptance， etc.

1 引言

现阶段，在社会经济和科技水平逐步提高的时代背景中，各行各业都在推行精细化的管理模式。对于建筑工程领域而言，合理的成本控制和施工预算不但能够精准把控整个工程施工期间的支出，也能够为建筑企业带来最大化的收益保障。为此，在建筑工程项目的全过程中推行精细化的工程造价监管体系，不但能够促进建筑施工领域规范化流程的推广和优化，也能够为建筑企业带来实实在在的经济效益。对于现代建筑经济管理体系中全过程工程造价的研究能够在一定程度上推动现代建筑工程的技术创新和管理方式进步。

2 建筑项目全过程工程造价管理与控制的现实意义

2.1 精准把握施工单位的实际工程量

鉴于建筑项目的工程预算对于整个施工环节都有着重要的指导作用，无论任何施工部门都要尽全力保证施工量的核算结果最接近真实情况。为了使建筑企业所获得的经济效益能够接近最大化，部分施工单位往往会在工程竣工制作结算书时通过虚报工作量等方式间接获利。……
