人类命运共同体理念对印度洋地区经济发展的影响

【摘  要】印度洋作为中国海外贸易的生命线，其战略地位非常重要。中国在新冠疫情中所表现出的大国风范和责任担当，使人类命运共同体理念在印度洋岛屿地区逐渐深入人心。人类命运共同体是“一带一路”在印度洋地区实践的重要指导思想，探讨其内涵对印度洋地区经济发展的示范性效应具有很强的理论和现实意义。

【Abstract】As the lifeline of China's overseas trade， the Indian Ocean has a very important strategic position. The great powers and responsibilities that China has demonstrated in the COVID-19 have made the concept of community of common destiny for all mankind gradually deeply rooted in the hearts of the people in Indian Ocean Island region. The community of common destiny for all mankind is an important guiding ideology for the implementation of "the Belt and Road" in the Indian Ocean region. It is of great theoretical and practical significance to explore the demonstrative effect of its connotation on the economic development of Indian Ocean region.

1 引言

传统经济研究范式大多局限于将发展模式和效能影响等作为研究对象，如经济结构、发展理论、经济利益、经济效益、投资利润、经济行为体、经济安全、经济主权等选题。其研究内涵更多关注的是基础研究，聚焦学问，偏重于学术性，对经济决策咨询在国家咨政建言、成果转化、舆论引导和社会服务中所发挥的作用等方面则很少涉及。在智库视阈下的印度洋岛国经济研究集中咨政，以国家经济对外开放政策和理论研究为主，强调应用性，重视应用对策研究。新形势下的经济决策行为机制研究整合资源，贯彻“两洋战略”①，全面融入印太地区发展，助力制定符合适宜的经济开放和投资政策，以弥补原有经济政策体制所存在的缺陷。

人类命运共同体理念是习近平外交的思想精髓，“一带一路”是人类命运共同体思想的具体实践。“一带一路”倡议和人类命运共同体建设凸显了“为人民谋幸福，为民族谋复兴，为世界谋大同”的伟大使命和宽广的世界视野。……
