国家治理体系现代化建设中科学定位数字政府

【摘  要】在以网络化、智能化和数字化为特色的互联网技术迅速发展的同时，催生了数字政府。国家治理体系现代化建设要求数字政府的定位更加科学合理，数字政府不再是简单完成数据传送的管理模式，数据治理更不是只把数据归纳整理公布即可。面对数字政府职能混淆、定位不清楚的现状，科学定位数字政府一方面需要把日新月异的互联网信息技术更好地与数字政府相结合，将互联网思维和整体发展思维运用到数字化管理中，另一方面需要变革数字政府组织制度架构、转换数字政府传统职能，从而推动互联网时代下数字政府管理的优化和完善。

【Abstract】With the rapid development of internet technology characterized by network， intelligence and digitization， digital government emerges as the times require. The modernization construction of national governance system requires that the orientation of digital government is more scientific and reasonable. Digital government is no longer a management mode that simply completes data transmission， data management is more than just summarizing， organizing， and publishing data. Faced with the status quo of function confusion and unclear orientation of digital government， on the one hand， the scientific orientation of digital government needs to better combine the ever-changing internet information technology with digital government， and apply internet thinking and overall development thinking to digital management. On the other hand， it needs to change the organizational structure of digital government and transform the traditional functions of digital government， so as to promote the optimization and improvement of digital government management in the internet era.

1 转型中的数字政府

近年来，数字政府转型不断开辟新道路、新方向，逐渐朝数字化、共享化、智能化趋势发展，发展过程中随之而来的问题是电子政务过于偏重数字建设，政府建立了一系列的数据库，数据共享通道却没有打通，政府重复征取数据，单方面注重数据获取的数量，这就形成政府侧重点与公众需求点错位的问题。然而数字政府的重点不在数字，而在于治，回归政府治理本位才能抓住对数字政府的基点理解。现有研究中对数字政府的界定，往往与电子政府、电子政务等交替使用[1]。但其实数字政府有别于电子政府和电子政务，这就关系到数字政府角色定位的问题。目前，数字政府表现……
