新形势下医用耗材集中采购与配送模式分析

[摘要] 目的 探讨新医改背景下医用耗材集中招标采购的有效性，并分析医疗机构在配送模式上的应对措施。方法 对不同地方医用耗材集中采购的情况进行分析，分析医用耗材集中采购的意义，并总结具体实施程序，明确严格管控采购周期和交易价格，对产品进行全过程监督，提高配送方式合理性的具体措施。结果 医用耗材集中采购和配送具有重要的意义，可以促进市场资源的进一步整合，将采购和配送成本降低，对强化供应链管理、维持市场竞争环境有重要作用。结论 新医改背景下加强医用耗材集中采购和配送管理是社会发展的必然趋势，该模式下可促进医疗行业的稳定发展，对维持市场秩序，切实保护广大患者的利益有重要作用。

醫疗卫生行业使用医用耗材的量是非常巨大的，医疗耗材是医疗卫生活动中不可缺少的材料，在服务于临床疾病的诊治问题上发挥着重要的作用。特别是近几年来，伴随我国医疗卫生行业的快速发展，三甲医院使用的医用耗材数量呈现出逐年上升的趋势。据有关资料证实，三甲医院每年使用的医用耗材就占全部营业收入的3/20，大型综合性的医院使用的医用耗材可达到全营业额的1/5，由此可见现阶段医用耗材的使用量是非常巨大的。目前形势下由于市场中医用耗材的质量存在较大问题，价格模糊不定、市场信息缺少透明化严重增大了医疗卫生机构单独采购医用耗材的难度[1]。……
