高校二级学院党风廉政建设的问题与策略

摘  要：在高校实行治理结构改革后，二级学院在高校开展全面从严治党建设中是承上启下的关键组织，其功能性和地位愈发重要。但高校二级学院在党风廉政建设中还存在着校院两级管理权责不一致、二级学院防控责任意识不强、制度建设滞后、监督考核不完善等一系列问题。加强高校二级学院党风廉政建设需要进一步明确二级学院各个责任主体的分工与职责，加强队伍建设并提升责任意识和履职能力，构建起党风廉政建设长效机制。

Abstract： There are still a series of problems in the construction of the construction of party conduct and clean government in the secondary colleges of universities， such as the inconsistency of management power and responsibility， the weak awareness of prevention and control responsibility in the secondary colleges， the lag of system construction， and the imperfection of supervision and assessment. In order to strengthen the construction of the party's style and clean government， we need to further clarify the division of labor and responsibilities of each responsible subject， strengthen the team building， enhance the sense of responsibility and the ability to perform their duties， and build a long-term mechanism for the construction of the party's style and clean government.

在高校管理方式改革的新要求下，高校党风廉政建设工作日益复杂化，其工作形式和途径也需要不断与时俱进。二级学院在高校实行治理结构改革后作为办学主体，是高校教学科研、服务管理的前沿和“桥头堡”，其功能和地位愈发重要。高校在开展全面从严治党建设中，提升建设实效的一项重要内容就是向基础延伸、向党支部延伸、向每一名党员延伸，而二级学院在这一进程中，不仅是具有承上启下的中间环节，更是开展特色化、针对性和实效性工作的关键组织，加强二级学院党风廉政建设对高校全面从严治党的建设实效起到举足轻重的作用。

一、高校二级学院党风廉政建设存在的问题

（一）校院两级管理权责不一致，管理重心未下移

在大学内部治理结构改革不断深化的背景下，大学逐渐推进管理重心下移，二级学院作为高校基本办学主体，在“人、财、物”的管理上具有比以往更多的资源和更大的权力，但监督问责的建设并未跟上，导致二级学院责权不平衡，也更容易成为党风廉政问题滋生的温床。……
