采气厂重复性问题的产生及整治对策

摘 要：油气资源开采在国民经济中有着举足轻重的地位，因此在油气田开发过程中存在的安全风险不容忽视。重复性问题是在日常生产活动中经常出现的具有共性的、频发的安全隐患和习惯性违章行为（包括环保隐患和污染行为）。由于其出现频繁、基数大、表现形式多样、管控难度大等原因，给采气行业的安全生产带来了很大的安全隐患。文章以某采气厂2018年度统计的重复性问题为基础，通过对其整理、分析，认为安全意识、职业技能、体制机制等5个方面的不足是其产生的原因，并基于一线作业生产的角度从前期准备、措施制定和集中整治3个阶段提出改进措施，以期改进采气厂的安全生产水平，提高企业经济效益。

Abstract：The exploitation of oil and gas resources plays an important role in the national economy，so the safety risks in the development of oil and gas fields cannot be ignored.Repetitive problems are common and frequent safety hazards and habitual violations （including environmental protection hazards and pollution behaviors） in daily production activities.Because of its frequent occurrence，large base number，various forms of expression，and great difficulty in management and control，it has brought great potential safety hazards to the safety production of the gas production industry.Based on the repetitive problems of a gas production plants statistics in 2018，this paper holds that the reasons are the lack of safety awareness，professional skills，system and mechanism.And from the perspective of first-line operation production，the improvement measures are put forward in three stages：preliminary preparation，measures formulation and centralized treatment，so as to improve the safety production level of the gas production plant and improve the economic benefits of the enterprise.

0 引言

安全生产是我国长期坚持的一项基本国策，也是实现企业稳定发展的前提，做好安全生产工作具有重要意义。对于具有易燃易爆、间隔时间短、火灾概率大、工艺繁琐等特性的采气行业来说，安全问题无疑会放在企业生产的首位[1]。在实际生产过程中，由于采气生产工艺比较复杂[2]，重复性问题经常出现，且屡禁不止。不仅会影响企业稳定生产，而且会增加事故风险，给人员、财产安全带来威胁。进一步突显了企业加强对生产过程中人、物，以及环境状态的管理与控制的重要性[3]。

重复性问题是指在不同生产区域或在不同时间对同一区域的检查中多次发现的、具有共性的安全隱患和习惯性违章行为[4-6]。……
