新时代城市基层党建创新的主要特点与基本思路

摘要：新时代，面对城市基层治理的新变化和新要求，探寻符合城市发展规律的基层党建新路子，是巩固党的执政基础、优化城市治理、增进群众福祉的关键举措。通过分析2019年全国130个城市基层党建创新获奖案例的文本后发现，目前城市基层党建创新有如下特点：一是城市基层党建创新的总体分布呈现区域和层级差异；二是基层党组织、党员（干部）以及群众（居民）共同构成了创新的主体与服务对象；三是在街道社区党组织统筹协调下，小区、企业、物业、楼宇等是创新的主要领域；四是服务和管理是创新的两大主题；五是以“红色”为主旋律、以问题需求为导向、以制度体系机制为抓手、共建共治共享是创新的主要手段。新时代城市基层党建创新的基本思路在于推进城市基层党建的理念创新、组织创新、制度创新、机制创新以及手段创新。

The Main Characteristics and Basic Ideas of Urban Grassroots Party Building Innovation in the New Era

——A Text Analysis Based on 130 Innovation Cases of Urban Grassroots Party Building

Abstract：In the face of the new changes and requirements of urban grassroots governance，it is a key measure to consolidate the ruling foundation of the party，optimize urban governance and enhance peoples well-being to explore a new way of grassroots party building in line with the law of urban development in the new era.Through analyzing the texts of awards for innovation in community-level party building in 130 cities nationwide in 2019， it is found that the innovation in community-level party building in cities has the following characteristics.First，the overall distribution of urban grassroots party building innovation presents regional and hierarchical differences.Second，primary party organizations，party members （cadres） and the masses （residents） constitute the subject and service object of innovation.Third，under the overall coordination of the party organizations in the streets and communities， communities，enterprises，property，buildings are the main areas of innovation.Fourth，service and management are the two themes of innovation.Fifth， taking "red" as the main theme，taking problem demand as the orientation，taking institutions，systems and mechanisms as the starting point，and co-building，co-governance and sharing as the main means of innovation.This paper holds that the basic ideas of the innovation of urban grassroots party building in the new era is to improme the innovation of concept，organization，system，mechanism and means of urban grassroots party building.

一、引言

黨的十八大以来，习近平总书记多次强调，要主动适应城市社会群体结构和社会组织架构的变化，推进基层党建工作创新。2017年7月，全国城市基层党建工作经验交流座谈会在上海召开，会议强调要深刻把握城市化进程中出现的新情况、城市经济社会结构发生的新变化、群众对美好生活的向往提出的新要求，加强和改进城市基层党建工作[1]。新时代，面对城市基层治理的新变化和新要求，探寻符合城市发展规律的基层党建新路子，是巩固党的执政基础、优化城市治理、增进群众福祉的关键举措，具有重大的理论和实践意义。……
