空保专业人员个体技战术能力提高的影响因素及对策

摘  要：近年来随着国家矛盾，民族宗教敌对状况加剧，国际恐怖活动蔓延升级，发生大量劫机时间，经过2012年6·29恶性劫机事件，航空公司认识到空防安全的重要性。中国民航快速发展，国际安全形势严峻，以本拉登为首的塔利班恐怖分子将恐袭活动引入民航领域，劫持人质成为恐怖活动最新活动方向。根据民航空保人员的工作性质，加强对空保专业人员管理培训，提高空保专业人员技战术能力尤为重要。对空保专业人员管理进行分析，了解空保人员技战术能力影响因素，探讨加强空保专业人员技战术训练管理的对策，为航空公司提升空保人员管理提供借鉴。

Influencing factors and Countermeasures of improving individual technical and tactical ability of air support professionals

[Abstract] with the national contradictions，the aggravation of ethnic and religious hostility，the spread and escalation of international terrorist activities，a large number of hijackings occurred.After the vicious hijacking on June 29，2012，airlines realized the importance of air defense security.With the rapid development of China's civil aviation and severe international security situation，the Taliban Terrorists led by bin Laden introduced terrorist attacks into the field of civil aviation，and hostage taking became the latest direction of terrorist activities.It is very important to strengthen the management and training of the air security professionals and improve their technical and tactical capabilities.This paper analyzes the management of air security professionals，understands the influencing factors of technical and tactical capabilities of air security personnel，and discusses the countermeasures to strengthen the management of technical and tactical training of air security professionals，so as to provide reference for airlines to improve the management of air reporting personnel.

目前國际空防安全形势紧张，自90年代至今，世界范围内发生劫机事件百余起。美国发生爆炸飞机共24起，炸机事件次数虽然减少，但死亡人数增加，由于飞机载客量增大原因。2004年，两架俄客机被炸毁，政府要员乘坐飞机被炸引起国际社会的普遍关注，美国911劫机事件发生严重威胁民航安全。随着我国民航事业快速发展，国内空防安全形势不断变化，空保队伍在面临发展机遇同时面对严峻挑战。美国9·11事件表明民航安全工作者必须时刻准备好面对严峻的空防形势，如何加强对空保人员技战术训练，提高空报人员管理水平，调动广大空保人员主动性，切实提高空保人员克敌制胜的实战能力，打造政治可靠，纪律严明，装备精良的空保专业队伍，成为关键时刻冲得上的威武之师是研究重点。……
