基于交互式网络电视监管体系的建设及高质量发展

【摘要】随着信息技术和互联网的高速发展，交互式网络电视（即IPTV）逐渐取代了传统的有线电视技术，迅速占领了我国电视信号传输市场。IPTV 作为广播电视行业现代化发展的新形势，已经成为了文化传播的主要阵地。IPTV不同于传统电视节目播出形式，它开创了信息交互的新时代。目前，我国已经成为了全球IPTV最大的业务应用市场，截止2020年，用户数量达到1.5亿户。一方面，IPTV的产业化、规模化趋势不可避免，另一方面，也应当认识到相关监管体系建设的重要性，只有这样才能够规范IPTV文化传播行为，推动其高质量发展。

Abstract： with the rapid development of information technology and Internet， interactive network television （IPTV） has gradually replaced the traditional cable television technology， and quickly occupied the TV signal transmission market in China. IPTV， as a new situation of modern development of radio and television industry， has become the main position of cultural communication. IPTV is different from the traditional TV program broadcast form， it creates a new era of information interaction. At present， China has become the largest business application market of IPTV in the world. By 2020， the number of users has reached 150 million. On the one hand， the trend of industrialization and scale of IPTV is inevitable. On the other hand， we should also recognize the importance of the construction of relevant regulatory system. Only in this way can we standardize IPTV cultural communication behavior and promote its high-quality development.

IPTV的普及進一步满足了居民日益增长的物质文化需求，丰富了人民的日常生活。随着我国IPTV行业的规模化发展，党和国家高度重视交互式网络电视行业的监督和管理工作，制定了安全为要、可管可控的发展理念，由国家广电总局牵头，建立健全专门的监管体系。加强IPTV监管体系建设是规范广播电视行业发展的客观需要，也是维护国家安全和文化传播质量的必然结果。

1. 加快IPTV监管体系建设的必要性

1.1 国家安全层面

一直以来，广播电视作为舆论宣传和价值观弘扬的重要渠道同国家发展安全和国内意识形态建设密不可分。在网络社会高速发展的当下，更应当牢固树立国家安全意识。一方面，应当认识到交互式网络电视给居民日常娱乐生活带来了便利，另一方面，正是基于其信息传播的高效性和信息量的广泛性，导致其内容监管的困难性和复杂性显著提升。……
