从浙江余杭案例看江苏实现抱团养老的机遇与对策

【摘  要】江苏作为经济大省，面临越来越大的养老压力。研究表明，江苏城市家庭养老存在子女养老压力大、老人孤独感强等方面问题，养老机构作为当前主流的社会养老方式，也存在基础设施欠缺、服务提供不完善、资源共享覆盖面小等问题。论文借鉴浙江余杭抱团养老的成功案例以期为江苏抱团养老产业的发展提供建议。

【Abstract】As a big economic province， Jiangsu is facing increasing pressure of pension. The research shows that there are some problems existing in the pension of urban families in Jiangsu Province， such as the pressure of the children and the loneliness of the elderly. As the current mainstream way of social pension， pension institutions also have problems such as lack of infrastructure， imperfect service provision and small coverage of resource sharing. This paper draws lessons from the successful cases of Yuhang in Zhejiang Province， so as to provide suggestions for the development of the group pension industry in Jiangsu Province.

1 浙江余杭抱团养老模式的案例分析

1.1 案例描述

浙江余杭的王老夫妇有一栋三层农家别墅，占地面积大，房间明亮通透，他们自发组织老人一起抱团养老，夫妇俩精心挑选了六户人家，他们普遍身体较好，个人素养较高。王老夫妇对房屋租金、伙食费、公共设施维护等都做了规定，签订协议方可入住浙江余杭抱团养老的成功事迹引发新华社、人民日报微信、搜狐网等知名媒体的评论和报道，因此，抱团养老模式开始出现在大众的眼前。抱团养老的这种共同生活的方式，可以替代部分社会化生活照料服务，满足老人的精神慰藉，减少孤独感，减少对子女的依赖，减轻社会负担，也为养老服务产业提供了新思路。

1.2 抱团养老的三大要素

通过抱团养老模式研究，总结其主要由基础设施、精准服务、共享资源三大要素组成。抱团养老中的基础设施主要包括老人居住建筑、日常生活能源动力、基础交通条件和通讯条件等。共享资源主要包括资金资源、医疗信息资源等。……
