高速公路视频云联网建设方案

摘  要：交通运输部办公厅于2019年11月，发布《全国高速公路视频联网监测工作实施方案》和《全国高速公路视频联网技术要求》，全面加快推进可视、可测、可控、可服务的高速公路运行监测体系建设。要求2020年底，基本建立全国高速公路视频联网监测管理机制和制度标准体系，建设部级视频云平台并全国联网运行。2021年6月，初步建成高速公路视频云联网智慧监测与管控体系。文章作者结合自身从事行业对相关文件理解及现有主流云联网系统进行研究，对高速公路视频云联网建设方案的目标及任务、技术线路分析、实施步骤、安全要求等相关方面进行阐述。

Abstract： In November 2019， the General Office of the Ministry of Transport issued theImplementation Plan for National Expressway Video Networking Monitoring and the Technical Requirements for National Expressway Video Networking， comprehensively accelerating the construction of a visual， measurable， controllable and serviceable expressway operation monitoring system. It is required that by the end of 2020， the national highway video networking monitoring and management mechanism and system standard system should be basically established， and the video cloud platform at the level of the Ministry of Construction and national networking operation should be established. In June 2021， the intelligent monitoring and control system of expressway video cloud network was initially established. In this paper， the author studies the understanding of relevant documents and the existing mainstream cloud networking system in his own industry， and expounds the objectives and tasks of the highway video cloud networking construction scheme， technical route analysis， implementation steps， security requirements and other related aspects.

引言

交通運输部办公厅于2019年11月，发布《全国高速公路视频联网监测工作实施方案》和《全国高速公路视频联网技术要求》，全面加快推进可视、可测、可控、可服务的高速公路运行监测体系建设。要实现全国高速公路视频云联网，就要改变传统视频监控管理模式，以互联网和云计算技术作为支撑，创新采用云、管、端架构，将高速公路视频推送上云，在云上建设视频管理统一平台，为各级管理者和社会公众提供优质视频服务。

1 我国原有高速公路视频监控系统现状

我国原有的各个省市的高速公路数字化、可视化管理解决方案都是一个一个的独立系统，虽然随着逐年的信息化投入，都有了非常大的提升，但是由于每个省份的建设时间、建设范围、建设功能和技术能力的不同，从全国一盘棋来看，就会有参差不齐的问题，没有实现全国、全网的高速视频全联网、全覆盖与最新的AI智能化要求。……
