江苏省经济与环境协调发展评价研究

摘要：通过构建经济与环境协调发展评价指标体系，计算经济效益指数、环境效益指数以及经濟与环境协调发展度，定量评价分析江苏省经济与环境协调发展状况。结果发现，江苏省经济效益指数、环境效益指数逐年上升;经济与环境的关系从不协调发展类，到勉强协调发展类，再到初级协调发展类;但江苏省的协调发展亚型是经济滞后型。

Abstract： By constructing the evaluation index system of the coordinated development of economy and environment， calculating the index of economic benefit， the index of environmental benefit and the degree of the coordinated development of economy and environment， the paper quantitatively evaluates and analyzes the coordinated development of economy and environment in Jiangsu Province. The results showed that the economic efficiency index and environmental efficiency index of Jiangsu Province increased year by year， and the relationship between economy and environment changed from uncoordinated development to barely coordinated development to primary coordinated development. But the sub-type of coordinated development in Jiangsu Province is the economic lag type.

0  引言

经济与环境协调发展是区域可持续发展的重要基础，二者关系的研究依然是当前学者研究的热点问题。近年来，经济与环境的协调发展研究主要以城市群、经济带为研究区域，以具体产业的耦合为研究内容[1-2]，省域层面的经济与环境协调发展评价研究相对较少。本文以江苏省为研究区域，选取9个经济效益和11个环境效益指标构建经济与环境协调发展评价指标体系，运用协调发展度模型量化分析近10年来（2009-2018年）江苏省经济与环境协调发展状况，以为相应的发展对策的制定提供智力支持。

1  研究区域

江苏省位于中国大陆东部沿海中心，面积为10.72万平方公里。江苏省下辖南京、无锡、徐州、常州、苏州、南通、连云港、淮安、盐城、扬州、镇江、泰州、宿迁13个地级市，2018年，全省地区生产总值92595.4亿元，人均地区生产总值115168元，三次产业增加值比例为4.5：44.5：51。年末全省常驻人口8050.7万人，城镇化率69.61%，比全国平均水平高处10.03个百分点。全年社会消费品零售总额比上年增长7.9%;完成进出口总额43802.4亿元，同比增长9.5%。……
