基于“天空地一体化”遥感监测体系的河湖岸线动态监管平台设计与实现

摘 要：本文重点分析当前河长制推行过程中以及河湖“清四乱”常态化规范化推进工作中存在的问题，研究设计了一套完整的基于“天空地一体化”遥感监测体系的河湖岸线动态监管平台，详细阐述了平台技术思路及工作路线设计、总体架构设计、网络拓扑设计以及信息化平台设计，指出“天空地一体化”河湖岸线动态监平台的推广应用将全面赋能智慧河湖监管，从而推動河长制从“有实”向“有为”转变，实现从“河长制”到“河长治”。

Abstract： This paper focuses on the analysis of the problems in the implementation of the river head system and the normalization and standardization of the "four chaos" between rivers and lakes. We research and design a complete set of river and lake shoreline dynamic monitoring platform based on "sky earth integration" remote sensing monitoring system. The platform technology ideas and work route design， total architecture design， network topology design and information platform design are described in detail. It is point out that the popularization and application of the "sky earth integration" river and lake shoreline dynamic monitoring platform will fully enable the intelligent River and lake monitoring， promote the transformation of river head system from "solid" to "promising"， finally， from "river head system" to "river head governance".

1 背景

全面推行河长制是落实习近平总书记“绿水青山就是金山银山”绿色发展理念、推进生态文明建设的实践要求。中共中央办公厅、国务院办公厅于2016年11月28日印发并实施《关于全面推行河长制的意见》（以下简称《意见》）。《意见》坚持“节水优先、空间均衡、系统治理、两手发力”的新时代水利工作方针，以加强水资源保护、加强河湖水域岸线管理保护、加强水污染防治、加强水环境治理、加强水生态修复以及加强执法监管为主要任务。2020年3月4日水利部办公厅再次发文，印发《关于深入推进河湖“清四乱”常态化规范化的通知》，要求将“清四乱”作为河长制湖长制的重要任务和河湖管理的日常工作，持续改善河湖面貌。如何充分利用遥感、大数据等先进技术加强河湖岸线保护，推进河湖“清四乱”常态化和规范化，实现智慧河湖监管，成为各级河长制办公室、水行政主管部门需要深入研究解决的重要问题。……
