安全生产标准化激励约束机制的实践研究

【摘  要】新时期，为进一步促进企业的快速发展，各大化工企业采取措施加强了对安全生产标准化机制的建设，优化了安全生产的流程。同时，完善的激励约束机制既是安全生产标准化的前提，又是提高安全生产质量的主要措施。基于此，论文深入分析了安全生产标准化的相关内容，在分析现存问题的基础上提出了完善激励约束机制的措施，以期为企业实践提供理论参考。

【Abstract】In the new era， in order to further promote the rapid development of enterprises， major chemical enterprises have taken measures to strengthen the construction of safety production standardization mechanism and optimize the safety production process. At the same time， a perfect incentive and restraint mechanism is not only the premise of safety production standardization， but also the main measure to improve safety production quality. Based on this， the paper deeply analyzes the relevant contents of safety production standardization， and puts forward measures to improve the incentive and restraint mechanism on the basis of analyzing the existing problems， so as to provide theoretical reference for enterprise practice.

1 引言

化工企业要想做好安全生产管理工作，需要健全安全生产标准化内容，可以从安全生产条件和绩效等方面入手，及时解决其中的问题。在企业中建立激励约束机制，在规范安全生产流程的基础上，实现对安全生产内容的标准化管理，为化工企业在社会中的稳定发展提供条件。

2 研究背景

当前，在对我国《安全生产法》的内容进行分析时发现，其中已经对安全生产标准化进行了明确规定，并且将其列入生产经营单位主要负责人的职责当中。因此，各相关企业需要在具体的安全生产中，认识到此工作的重要性，从不同角度出发完善安全生产标准化激励约束机制。同时，要了解国家与地方对安全生产标准化的规定以及其中的各项措施，然后通过对安全生产会议纪要和具体实施方案等内容的有效整合，实现安全生产的标准化建设[1]。

调查发现，部分省市在原有的安全生产标准化内容上，优化了安全生产流程，在此基础上建立了标准化领导小组。……
