推进通沪工业协同发展的对策研究

【摘  要】通沪产业协同发展是南通产业转型的重要举措。促进通沪产业协同发展需要交通、人才和理论等方面的有效支撑。当前，通沪产业协同发展中的交通问题已经得到大幅改善。论文在产业对接中选取工业作为研究对象，从调研两地工业发展现状出发，寻找产业协同发展的可能性，得出两地产业互补的结论，进而从人才队伍建设、政策支持、构建协同发展平台等方面思考如何加快通沪两地工业的协同发展。

【Abstract】The coordinated development of industry in Nantong and Shanghai is an important measure of Nantong's industrial transformation. Promoting the coordinated development of industry in Nantong and Shanghai needs the effective support of transportation， talents and theory. At present， the traffic problems in the coordinated development of industry in Nantong and Shanghai have been greatly improved. This paper selects industry as the research object in the industrial docking， starts from the investigation of the current situation of industrial development in the two places， looks for the possibility of industrial coordinated development， draws the conclusion of industrial complementarity between the two places， and then considers how to speed up the coordinated development of the industry in Nantong and Shanghai from the aspects of talents team construction， policy support and constructing a collaborative development platform.

1 通沪工业协同发展的现状

长期以来，交通问题限制了南通社会经济的发展。目前，南通的交通运输有了很大的改善，随着苏通大桥的通车，沪苏通长江公铁大桥暨沪苏通铁路的建设以及运营，在一定程度上直接改善了南通的交通问题。江苏省第三、南通地区唯一的动车所投入使用，解决了产业协同发展中的交通问题。当前，两地协同发展面对的主要问题已经得到初步解决。现阶段，上海先进的科技可以对南通工业的发展提供技术方面的支撑。论文对通沪工业发展现状进行综合分析，从中思考推进通沪工业协同发展的对策和建议。

1.1 南通市工业发展现状

南通市制造产业获得迅速发展，产业结构不断优化。2020年，南通市实现地区生产总值10036.31亿元，按可比价格计算，对比2019年提高了4.7%。产业增长情况具体见表1。2020年南通市全年三次产业结构为4.6∶47.5∶47.9，服务业增加值占GDP比重比上年提高了1.4个百分点。……
