数字经济背景下县域经济高质量发展的研究

【摘  要】数字经济与高质量发展的关系已经引起社会各界的广泛关注，论文选用金华市市区、兰溪市、义乌市、东阳市、永康市、武义县、浦江县、磐安县八大县市2001-2019年的地区面板数据，利用固定效应模型进行了实证研究。结果表明，金华市各县域中数字经济对各县域经济高质量发展的作用效率不够高。从具体各个县域上看，市区、兰溪市、义乌市、东阳市和永康市的影响系数相对较大，而武义县、浦江县和磐安县的影响系数较小，其中磐安县的系数最小。根据研究结论，论文从各县域加强产业精细化管理和加强配套设施建设两个视角提出了对策建议。

【Abstract】The relationship between digital economy and high quality development has attracted extensive attention from all walks of life. This paper selects the regional panel data of eight counties and cities in Jinhua City， namely urban area， Lanxi City， Yiwu City， Dongyang City， Yongkang City， Wuyi County， Pujiang County and Pan'an County from 2001 to 2019， and makes an empirical study by using the fixed effect model. The results show that the efficiency of the role of digital economy on the high quality economic development of each county in Jinhua City is not high enough. In terms of specific counties， the impact coefficients of urban area， Lanxi City， Yiwu City， Dongyang City and Yongkang City are relatively large， while those of Wuyi County， Pujiang County and Pan'an County are relatively small， of which Pan'an County has the smallest coefficient. According to the research conclusions， the paper puts forward countermeasures and suggestions from two perspectives： strengthening the fine management of industries and strengthening the construction of supporting facilities in each county.

1 引言

随着信息技术的创新与发展，数字经济已成为我国经济高质量发展的必由之路。金华把数字经济作为推动高质量发展的主要抓手，在浙江省率先出台数字经济十条扶持政策，数字经济取得一定程度的发展。但近年来与成为产业升级助推器、经济发展方式转换器等方面要求的差距仍在日益加大。在浙江建设共同富裕示范区背景下，金华各县域经济高质量发展是大势所趋。因此，研究在数字经济背景下，金华市个县域经济高质量发展问题具有重大意义。

基于此，本文对数字经济影响经济高质量发展的机制进行系统的梳理和总结，并选用金华市市区以及兰溪、东阳、义乌、永康4个县级市和浦江、武义、磐安3个县共八大县市2001-2019年的地区面板数据进行实证研究，分析数字经济对经济高质量发展的影响效应，为金华市各县域推动经济高质量发展、建设共同富裕示范区提供有益参考。……
