碳中和下碳税政策促进安徽产业结构升级研究

【摘  要】为深入贯彻落实国家“双碳”目标，安徽省已全面推动碳达峰、碳中和各项工作。但是在目前的产业结构背景下，能耗高、污染大的经济增长方式仍然存在，产业结构亟需升级。论文在分析安徽产业结构现状的基础上，指出了目前产业结构存在的问题，并构建了碳税政策促进安徽产业结构升级的路径，最后提出了碳税政策促进安徽产业结构升级的建议。

【Abstract】In order to thoroughly implement the national goals of "carbon peaking and carbon neutrality"， Anhui Province has comprehensively promoted the work of carbon peaking and carbon neutrality. However， under the background of the current industry structure， the economic growth mode with high energy consumption and high pollution still exists， and the industry structure needs to be upgraded. Based on the analysis of the current situation of Anhui's industry structure， this paper points out the problems existing in the current industry structure， constructs the paths to promote the upgrading of Anhui's industry structure by carbon tax policies， and finally puts forward some suggestions to promote the upgrading of Anhui's industry structure by carbon tax policies.

1 引言

随着经济的发展，人类在取得许多举世瞩目的成就、创造一个又一个奇迹的同时，碳排放量不断增加，温室效应不断增强，气候环境问题也愈发严重且亟待解决。在此背景下，人类意识到不仅要实现经济的发展，也要注意环境的保护。2020年9月22日，我国在联合国大会上提出二氧化碳排放力争于2030年前达到峰值，努力争取2060年前实现碳中和，这是我国向世界作出的庄严承诺。为深入贯彻落实“双碳”目标，安徽省委、省政府进行了决策部署，全面推动碳达峰、碳中和各项工作有序推进。不合理的产业结构会造成能耗高、污染大的经济增长方式，因此，要通过产业的升级实现碳中和的目标，从而促进经济的可持续健康增长。20世纪，日本通过税收政策的调控，成功地优化产业结构，推动经济的增长，这种做法值得借鉴和引入。因此，碳中和目标下安徽省如何利用税收政策促进产业结构升级是一个亟待解决的现实问题。……
