资源型区域经济转型

【摘  要】在我国资源富足的地区，以资源开发为核心的经济增长方式存在经济结构单一、第二和第三产业被挤出、资源利用效能低、生态环境恶化等问题。解决以上问题，化解“资源诅咒”，实现向科技、高端产业结构的转型，突破“经济发展—环境恶化”的怪圈，成为我国相当一部分资源型区域经济转型的重点和难题。论文以山西省煤炭产业作为研究对象，首先对资源型区域经济转型的相关概念作出论述，然后分析了山西省煤炭产业的发展模式及特征，最后提出了山西“黑色”资源聚集区经济转型的建议。

【Abstract】In the resource-abundant regions of China， the economic growth mode with resource development as the core has some existing problems， such as single economic structure， extrusion of secondary and tertiary industries， low efficiency of resource utilization， deterioration of ecological environment and so on. Solving the above problems， resolving the "resource curse"， realizing the transformation to science and technology and high-end industrial structure， and breaking through the strange circle of "economic development and environmental deterioration" are the key and difficult problems in the economic transformation of a considerable number of resource-based regions in China. Taking the coal industry in Shanxi Province as the research object， this paper firstly discusses the relevant concepts of the economic transformation of resource-based regions， then analyzes the development mode and characteristics of coal industry in Shanxi Province， and finally puts forward some suggestions on the economic transformation of "black" resource gathering region in Shanxi Province.

1 研究意义

随着工业化进程的加快，产业技术水平不断提高，产业发展和生态环境的关系也在不断过渡，产业发展对生态环境的戕害效应递减，经济发展成熟、科技进步和生态意识的强化正在主导产业化进程对周边生态环境的改善。但是，资源型经济仍面临困境，表现在以下几点：矿产资源耗竭，可持续性差;资源需求受经济周期性影响大，价格波动剧烈，资源部门的萎缩引致经济下滑、人口流失等经济社会问题，繁荣的资源价值引起的“反工业化”、收入分配不均等又造成经济结构问题。资源区域的转型发展如何突破困局，实现以创新为引领，产业结构向科技、绿色等产业转移，是新时代的重要课题。需要政府、企业两级共同努力，推进科技投入，加强集约型经济政策、环保创新技术在资源型区域产业更替、产业升级中的重要作用，扩大绿色科技的市场需求，增强技术创新能力和应用效果，引领高质量发展。……
