全周期管理视角下的烟草设备管理研究

[摘    要]在市场竞争愈发激烈的背景下，烟草行业的产能需求快速增长与数字化烟草设备的使用对烟草设备管理提出了精细化管理的新要求，而全周期管理是实现精细化管理最重要的手段，统筹全周期管理与数字化技术运用，加强烟草设备的运行效率与维修能力，形成机制性的风险应对措施是烟草设备管理的重要工作方向。本文详细分析了全周期管理理论的要点以及烟草行业对于精细化管理的要求，并提出了全周期管理在烟草设备管理中的几个重要措施，希望有助于烟草企业的设备精细化管理与科学化决策。

[Abstract]Under the background of increasingly fierce market competition， the rapid capacity demand of tobacco industry and the use of digital tobacco equipment put forward new requirements for fine management of tobacco equipment management， and the whole cycle management is the most important means to realize fine management， overall whole cycle management and digital technology application， strengthen the operation efficiency and maintenance capacity of tobacco equipment， form institutional risk response measures is an important direction of tobacco equipment management.This paper analyzes the key points of whole cycle management theory and the requirements of tobacco industry for fine management of tobacco， and puts forward several important measures in the management of tobacco equipment， hoping to help the fine management and scientific decision-making of tobacco enterprises.

1 全周期管理的理论分析

全周期管理又称产品的全生命周期管理，即自产品的需求分析与设计阶段开始，对于其设计、生产、使用、维修直到回收一个完整生命周期的全程化闭环管理。全周期管理的提出有着多方面的背景因素，首先对于现代生产企业来说，愈发激烈的市场竞争要求其对于自身经营情况管理与成本控制愈发精细化，生产设备作为企业的重要固定资产，全周期管理将使企业充分掌握这一资产的价值变化;对于产品生产来说，全周期的设备管理会影响生产设备的可靠性，进而应严格把控产品质量。此外全周期的设备管理可以有效提高设备使用寿命，促进企业的经济性发展;全周期管理还体现了产品回收的经济环保理念，对于企业而言全周期管理有利于实现设备转让与资金回笼，对于社会而言宏观上提高了资源利用率，符合我国可持续发展的理念。……
