不平衡报价法在桥梁工程中的应用

摘  要：不平衡报价法是在投标过程中用到的一种投标策略，不平衡报价法应用的前提是工程量清单报价，工程量清单报价的特点是量价分离，总价等于单价乘以招标文件中的工程量。在保持总价不变的情况下，对各项清单综合单价进行必要的调整，在中标后以资金的时间价值原理取得更大的现金流而获得理想的经济效益，有利于施工流动资金的周转，提高了财务应变能力。

Abstract： The unbalanced quotation method is a bidding strategy used in the bidding process. The premise of the application of the unbalanced quotation method is the quotation of the bill of quantities. The quotation of the bill of quantities is characterized by the separation of quantity and price. The total price is equal to the unit price multiplied by the quantities in the bidding documents. Under the condition of keeping the total price unchanged， the comprehensive unit price of each bill shall be adjusted as necessary， after winning the bid， the ideal economic benefits are obtained by taking greater cash flow based on the principle of time value of funds， which is conducive to the turnover of construction working capital and improves the financial adaptability.

何为资金的时间价值，相同数额的资金在不同的时间点上的价值不同，比如：现在的100万元和5年后的100万元肯定是不相等的，如果按年利率10%把时间价值换算成货币，100万元5年后就变成了100×（1+10%）5=161万元。该文主要以资金的时间价值原理配合《市政工程工程量清单计算规范》（GB50857-2013）和《浙江省市政工程定额》来讲述如何在桥梁工程投标报价中运用不平衡报价法。

1桥梁的结构组成及清单构成

首先，简单介绍一下桥梁的结构组成，桥梁由基础部分、下部结构、上部结构和附属设施组成[1]，以国标《市政工程工程量清单计算规范》（GB50857-2013）清单的市政预制装配式桥梁为例，清单构成分为基础部分清单、下部结构清单、上部结构清单、附属设施清单。基础部分清单主要包括040101002挖沟槽土方、040301004泥浆护壁成孔灌注桩、040901004钢筋笼等;下部结构清单主要包括040303003混凝土承台、040303005混凝土墩台身、040303004混凝土墩台帽等;上部结构清单主要包……
