浅谈企业知识产权在科研管理中存在的问题及对策

摘要：创新已成为引领社会发展的第一动力，而保护知识产权就是保护创新，其关系着企业的长远发展和高质量发展。只有严格对知识产权进行保护，才能有效保护企业的关键核心技术，防范化解重大经营风险。本文结合知识产权的发展历程和国家关于知识产权建设的要求，从某企业的知识产权管理现状出发，对知识产权的组织体系建设，以及知识产权的管理进行了详细的分析，提出了该企业知识产权发展规划的对策，阐述了知识产权管理在企业发展过程中的重要意义。

Abstract： Innovation has become the first driving force leading social development，and the protection of intellectual property rights is the protection of innovation，which is related to the long-term development and high-quality development of enterprises. Only strict protection of intellectual property rights can effectively protect the key core technologies of enterprises and prevent and resolve major business risks. Combined with the development process of intellectual property and the national requirements for intellectual property construction， starting from the current situation of intellectual property management of an enterprise， this paper makes a detailed analysis on the organizational system construction and intellectual property management of intellectual property， puts forward the countermeasures for the intellectual property development planning of the enterprise， and expounds the important significance of intellectual property management in the process of enterprise development.

隨着我国经济的飞速发展，跟随、引进型的创新已不能满足国家和企业的发展需求，如何向知识产权创造大国转型，并对原始创新的成果进行保护，是国家和企业立足长远发展的重要战略。党的十八大以来，国家提出以国家战略高度的要求进行知识产权建设，并要求建立高效的知识产权综合管理体制，体现了国家对知识产权建设的重视程度。知识产权作为一种特殊的财产权利，其本质就是通过保护产权形成保护和激励机制，给企业带来较为长久的经济增长点，从而为创新主体提供持久的创造动力[1]。但目前很多企业对知识产权在科研管理工作上还很粗犷，只是完成了上级考核指标的数量要求，而对知识产权的质量，以及如何进行知识产权体系建设的管理还存在诸多不足。
