西充县红薯产业发展现状及对策建议

摘 要：该文阐述了西充县红薯生产现状，对红薯营养保健价值高、地方政府重视、品种和技术、土壤气候条件等发展红薯产业的优势以及所存在的降水时空错位、机械化程度低、劳动力缺乏、鲜薯销售难、品种和技术配套性差等劣势进行了分析，并提出了明确产业发展目标、加大政策扶持力度、完善红薯产业链、加大技术支持力度、做好产业咨询服务等对策建议。

Present Situation and Countermeasures of Sweet Potato Industry in Xichong County

Abstract： The present situation of sweet potato production in Xichong County are described in this paper. The advantages of developing sweet potato industry， such as high value of nutrition and health care， local government attention， variety and technology， soil and climate conditions， and the disadvantages such as spatial and temporal dislocation of precipitation， low degree of mechanization， lack of labor force， difficult sale of fresh potato， poor matching of variety and technology in Xichong County were analyzed. This paper puts forward some suggestions for the development of the industrial development goal to be clearer， to increase the policy support and to support the existing owners， to supplement and perfect the sweet potato industry chain， to increase the technical support， and to do a good job of industrial consulting services.

西充不僅是四川省南充市下辖的产粮大县，也是国家有机产品认证示范县，在精准扶贫乡村振兴的大背景下，西充县委县政府顺时而为，在2018年提出2019—2023年的5年时间建设面积为6667hm2的有机红薯基地的发展规划，为当地红薯产业的发展注入了动力。为助力西充红薯产业的发展，吸引更多的有识之士发展西充县红薯产业，最终达到红薯产业发展、业主（指引进的生产加工企业及其新建的专业合作社，下同）赢利、农民增收和区域经济发展的目的，并力争用5～10年时间实现西充县委县政府提出的发展目标，笔者从一个普通农业人的角度提出一些建议，以期为西充县红薯产业发展提供参考。

1 西充县红薯生产现状

1.1 面积小，占比少 自1980年代土地承包责任制以后，西充县红薯面积和产量持续稳定增长，生产的红薯（兼用型和鲜食型）主要用作主粮和重要的粗饲料，解决了人们温饱，支撑了农村家庭养猪业的发展，促进了农村经济的发展。……
