土地资源管理中超规划开发的问题及应对策略研究

摘要：该文主要针对土地资源管理中超规划开发的问题及应对策略展开深入研究，根据超规划开发和影响，阐述了土地资源管理中超规划开发的问题，如土地资源的不可再生性、农村土地资源规划不合理、城市土地资源规划不合理等，然后又提出了几点切实可行的应对措施，主要包括及时转变发展和管理理念、强化规划管控、建立健全土地资源管理体系、全面地进行宣传、提升土地资源开发管理的科学性、平衡城市用地、坚持优化空间促保护，进而更好地应对土地资源管理中超规划开发的问题。

Abstract： This paper mainly focuses on the problems and Countermeasures of super planning development in land resource management. According to the super planning development and influence， this paper expounds the problems of super planning development in land resource management， such as non renewable land resources， unreasonable rural land resource planning， unreasonable urban land resource planning， etc， Then it puts forward several practical countermeasures， mainly including timely changing the concept of development and management， strengthening planning control， establishing and improving the land resource management system， comprehensive publicity， improving the scientificity of land resource development and management， balancing urban land use， insisting on optimizing space and promoting protection， So as to better deal with the problem of super planning and development in land resource management.

人類的生存发展离不开土地资源，而在生产力不断提高和经济不断发展背景下，人们需要更多的土地。由于土地资源有限，再加上以往不合理利用的情况，致使土地资源存在短缺的现象。基于此，必须要实施土地资源科学和规划工作。在整体上来看，我国土地资源管理存在上升的趋势，但是在有些方面存在问题需要加以完善，特别是超规划开发体现得最明显。所以在当前土地管理的过程中，要想使得上述问题得到解决应加强对土地开发利用。

1超规划开发和影响

土地作为一种自然资源，是人们赖以生存和发展的物质基础，所以体现出其具有的性质，主要有不可再生性、地理位置固定、数量有限等，土地资源缺乏。在当今社会，随着经济水平不断的发展，加快了城市化进程，新农村建设如火如荼，土地资源被大量地使用，总资源降低。……
