基层干部教育培训信息化建设应用研究

摘要：在信息技术应用日益普及的今天，对基层干部进行教育培训时加强信息化建设是很有必要的，然而基层干部数量庞大这一现实因素使传统教育培训方式很难实现基层干部的普遍轮训。基层干部的教育培训工作中引入信息化技术能够有效打破时空的限制，提升基层干部教育培训实效。该文建设了一个基层干部教育培训信息平台，并给出此平台的应用实践。

Abstract：In today's day when the application of information technology is becoming more and more popular， it is necessary to strengthen informatization construction for the education and training of grassroots cadres. However， the reality of the large number of grassroots cadres makes it difficult for traditional education and training methods to achieve the universality of grassroots cadres. Rotation. The introduction of information technology into the education and training of grassroots cadres can effectively break the constraints of time and space and improve the effectiveness of education and training for grassroots cadres.This article builds a grassroots cadre education and training information platform， and gives the application practice of this platform.

基層干部广泛分布在我国的农村、乡镇以及各类基层企业，由于基层干部数量庞大，要对全体基层干部进行教育培训工作存在较大的难度。传统的教育培训方式既不能保证教育培训对基层干部的全员覆盖，也难以确保教育培训的效果，教育培训的考核更是缺乏抓手。随着信息化技术、大数据及云计算等新兴技术的建设[1]，研究基层干部教育培训的信息化建设对于丰富并完善基层干部的教育培训工作有重要的现实意义。

1教育培训相关理论

基层干部教育培训的对象是扎根基层、服务基层的领导干部，通常是具有长期社会经验的成人，而成人的教育培训学习更加注重实际应用。著名教育心理学家马尔科姆认为成人教育培训的重要特征包括自我导向性、内发动机性以及实际应用性等。基层干部的教育培训和普通成人学习培训的特征相同，在教育培训过程开始都有较高的期望，同时也有高度的注意力;随着教育培训的逐渐进行，基层干部的注意力也会快速下降;随着教育培训的结束，基层干部会因对培训结束的期待而慢慢恢复注意力。……
