“一二三”安全管理体系在安全监管中的应用

【摘  要】“建立综合安全监管制度体系，健全两个监管台账，搞好安全监管中的三项重要工作结合”是政府部门综合安全监管长效机制的重要内容。“综合监管制度体系”包括：安全生产责任制等八项制度机制;“两个监管台账”，即建立1个安全生产监管总台账和13个分类明细账;“三项工作结合”，一是加减结合，二是奖惩结合，三是执法与服务结合。

【Abstract】"The establishment of a comprehensive safety supervision and management system， the perfection of two standing books of supervision and management， and doing well the combination of three important works in safety supervision and management" are the important contents of the long-term mechanism for comprehensive safety supervision and management of government departments. "Comprehensive supervision and management system" includes： eight system mechanisms such as production safety responsibility system; "two standing books of supervision and management"， that is， the establishment of a general standing book of supervision and management of production safety and 13 classified detailed accounts; "combination of three works"， one is the combination of plus and minus， the second is the combination of rewards and punishments， and the third is the combination of law enforcement and service.

1 引言

基层安监部门是政府的有关监管职能作用于被监管对象的最基本的环节，基层安监部门的职能作用发挥得如何，能有力验证政府安全管理执政能力。当前，在严峻的安全形势下，政府安全监管面临着极大的考验，安全与发展矛盾突出，企业负责人为加快企业经济发展，往往不择手段，安全生产开会时重要，干起来要，忙起来不要现象普遍，政府监管也是铁打的营盘流水的兵，安全监管人员流动性大，由于安全责任重大，技术要求较高，往往是安全监管不深入、安全工作不扎实。本文通过近几年的安全监管经验，依据新《安全生产法》的相关法律规定及《中共中央国务院关于推进安全生产领域改革发展的实施意见》，规范安全生产综合监管工作，提出了“一二三”安全管理体系，即“建立综合安全监管制度体系，健全两个监管台账，搞好安全监管中的三项重要工作结合”。
