双循环战略下连云港智慧物流发展方向及对策

【摘  要】双循环战略下，连云港作为“一带一路”节点城市，应凭借自身优势，发挥港口物流效应，紧跟建设发展步伐，建立并发展特色智慧物流。论文立足于当前新发展格局，从双循环战略出发，首先提出连云港市发展智慧物流的必要性，其次分别从政治环境、经济环境、社会环境和技术环境四个方面分析其当前发展智慧物流的优势与劣势。最后提出当前连云港市发展智慧物流的方向及对策，以期在双循环战略下为连云港市智慧物流的发展提供建议。

【Abstract】Under the double-cycle strategy， Lianyungang， as a "the Belt and Road" onde city， should rely on its own advantages， give play to the port logistics effect， keep up with the pace of construction to establish and develop characteristics smart logistics. Based on the current new development pattern and double-cycle strategy， this paper firstly puts forward the necessity of developing smart logistics in Lianyungang City. Secondly， this paper analyzes the advantages and disadvantages of the current development of smart logistics from the political environment， economic environment， social environment and technical environment. Finally， the paper puts forward the direction and countermeasures of Lianyungang City's development of smart logistics， so as to provide suggestions for the development of smart logistics in Lianyungang City under the double-cycle strategy.

1 引言

随着数字经济的萌芽、发展到成熟，我国物流业发展规模也在持续扩大。与物流相关的新技术、新模式持续涌现，智能数字化、自动化等物流新理念得到广泛认可，智慧物流发展逐渐成为社会广泛关注的焦点。从当前看，智慧物流综合了大数据、云计算、物联网等数字技术，以及作为一般物流的仓储、运输、包装、装卸、搬运、流通加工、配送等各个环节，从而达到物流效率提高、成本降低的新发展业态。

近年来，发达国家制造业持续实施归核化战略，我国原有的竞争优势难以保持，并遭遇到产业附加值低、核心技术竞争优势缺乏，区域间发展不协调、不平衡的瓶颈。尤其是2020年新冠肺炎疫情在全球爆发，使得全球贸易市场严重萎缩，许多国内制造企业陷入困境。面对当前国内外不确定的经济形势，习近平总书记在2020年7月30日召开的经济工作会议中提出要加快形成以国内大循环为主体，国内国际双循环相互促进的新发展格局，建立经济社会发展工作中长期协调机制，坚持结构调整的战略方向。……
