瑞士Frontiers出版集团“团体办刊”模式研究与启示

[摘 要] 瑞士前沿出版集团（Frontiers）实行的“团体办刊”模式是目前全球较先进的办刊模式，该模式实现了紧密团结科研人员，由科研人员主导办刊的理念，并从分学科遴选编委、赋予编委编辑角色、编委独立审稿、出版“学术专题”及建立环状（LOOP）学术社交平台五个方面实现“团体办刊”。本文以前沿出版集团旗下的药理学前沿（Frontiers in Pharmacology期刊）为研究对象，采用案例分析的方法，详细介绍该刊实行“团体办刊”模式的具体措施，分析每个措施的优势，以期为我国科技期刊改变办刊模式提供参考。

[Abstract] The“Community-run journals”model implemented by the Swiss Frontiers Publishing Group is currently the advanced mode of running a magazine in the world. This model realizes the concept of closely uniting researchers and being led by researchers， which from five aspects， selects the editorial board from the sub-discipline， gives the editorial board the editorial role， editors can review papers independently， editors can organize “academic topics” independently and establishing the LOOP academic social network. This article takes the Frontiers in Pharmacology journal of the Frontiers Publishing Group as the research object， and uses the case analysis method to introduce in detail the specific measures of the magazine to implement the“Community-run journals”model and analyze the advantages of each measure， in order to provide reference for sci-tech periodicals in China to change publication mode.

現今，全球学术期刊出版业竞争激烈，爱思唯尔、施普林格等大型国际出版集团起步早规模大，并在出版运营过程中积累了大量出版经验，已占据全球学术期刊出版大半壁江山。尽管如此，他们仍在不断改变办刊理念，谋求突破[1]。我国科技期刊起步晚，底子弱，据统计，2018 年我国英文科技期刊仅373 种，占科技期刊总量的7.5%。 2019年、2020 年，我国进入JCR排名的科技期刊仅 214种、241种，占 JCR 总数的 2.3%、2.6%，进入 Q1区的期刊仅 44 种 [2][3]，且目前我国还未组建国际化的出版传播平台，国内75%的英文刊是与国际出版集团合作办刊，希望通过他们的出版平台提升期刊国际影响力，即“借船出海”[4][5][6]。笔者认为“借船出海”只是科技期刊“走出去”、提升国际显示度的手段之一，合作商仅负责搭建期刊平台，却并不能真正提高期刊的办刊水平，如何在激烈的竞争中弯道超车脱颖而出是科技期刊工作者需要深入思考的问题。……
