刘基关于国家管理队伍的论述初探

摘  要：《郁离子》是刘基的重要著作，在论述国家管理队伍方面，也颇多着墨。刘基关于国家管理队伍的十点举例包含了非常丰富的内容，涉及的有各级管理机构的组成，以及各级组成人员的选用、职责任务、工作作风、贪廉操守、能力要求、威望高低、待遇状况、对民态度等，借此尖锐地批评了元朝在管理国家方面的弊病，无愧历史学家之名。

A Preliminary Study of Liu Ji's Exposition on the National Management Team --A First Reading of Yu Li Zi

Abstract：  Yu Li Zi is Liu Ji' s important works， which is with quite a lot of Illustration on discussing the national management team. Liu Ji's ten examples of national management team contain very rich content， involving the composition of management institutions at all levels， as well as the selection of members at all levels， responsibilities and tasks， work style， corruption and integrity， ability requirements， prestige， treatment status， attitude towards the people etc， to sharply criticize the shortcomings of the Yuan Dynasty in the management of the country， worthy of the name of historian.

一、引言

劉基是历史上影响重大的政治家、军事家、文学家、诗人、哲学家，是一个深受同时人和后来人尊敬、重视的重要人物。关于他的研究，一直受到学术界的青睐，在其故乡尤其如此。本人作为一个喜欢明史的读书人，面对学术界关于刘基的研究日盛一日的状况，深受感动，紧迫感日甚一日，决心在之前稍有接触的基础上，将自己关于刘基的研究推进一步，从刘基的作为中体悟到更多的事理，更从当代关于刘基的众多深入研究成果里吸取宝贵的营养。《郁离子》是刘基的一个重要著作，内容非常丰富，前人研究甚多，兹不嫌浅薄，从学界尚未深入研究的该书论述国家管理队伍的部分，略作探讨，敬请读者指正。

二、十点论述

刘基的《郁离子》在论述国家管理队伍方面，下了很大力气，兹就其最引人注目者，选出十点，加以讨论。

第一，该书《灵丘丈人第四》中记载了一个春秋时期卫国懿公赤喜欢觝牛戏及善鸣马驹，从而影响了农业生产，导致卫国被狄战败、卫衛懿公被杀的故事。……
