加快推进学校治理体系和治理能力现代化的思考

【摘  要】为了加快推进学校治理体系和治理能力的现代化，依据校情，课题组提炼出“育人为本”“教师至尊”“学生至上”“课堂为王”“服务保障”五个以人为本的办学新理念。其重要意义在于落实党的十九届四中全会决策部署的需要、适应厦门市教育形势变化的需要、破解热点难点问题的需要。形成“以服务促管理，以管理提质量，以质量求发展”的校长“心理学影响力”和“非权力影响力”的管理实验，促进老校新发展，是全体禾中人的时代使命。

【Abstract】To promote modernization of school management system and managing capacity， based on school reality， the project group summarize five new schooling concepts of human orientation， including “human cultivation”，“teacher respect” “student centeredness” “class essence” and “service guarantee”. Its important significance lies in the need to implement the decision-making and deployment needs of the Fourth Plenary Session of the 19th Central Committee of the Party， to adapt to the needs of changes in the education situation in Xiamen City， and to solve hot and difficult issues.The era mission of all the faculty of Xiamen Heshan Middle School is to propel the development of the old school， as well as to fulfill the management experiment of the headmasters “psychology influence” and “non-power influence”，“with service to promote management， management to promote quality， and quality to promote development”.

新時代中国共产党召开的十九届四中全会要求：推进教育治理体系和治理能力现代化。要坚持和完善党对教育工作全面领导的制度体系，完善立德树人体制机制，构建服务全民终身学习的教育体系，提高运用法治思维和法治方式抓治理的能力，提升教育管理效能，完善教育保障制度。中小学基础教育要提升学校治理能力和水平必须：尊重教育规律、丰富教育民主、建构现代学校制度、坚持依法治教，加快推进学校治理体系和治理能力现代化的建设。

厦门市禾山中学创办于1924年，已有96年的办学历史，随着城乡一体化进程的不断深入，它即将实现华丽转身，演变为一所地处厦门岛内几何中心，东接金尚路、西临台湾街、南望吕岭路、北毗仙岳路，地理位置十分优越的九年一贯制学校，成为仙岳路上一道亮丽的风景线。……
