基于整体性治理的地域文化档案资源建设

摘要：我国地域文化档案资源建设在学术、实践方面不受重视，面临地域性集体记忆构建缺位、建设资源层次单一和不同主体各自建设的困境。文章以整体性治理理论为出发点，借鉴其回归公共服务、协调各级组织、实现多元供给的思想构建理论框架，提出应以公民为中心、多元主体合作对地域文化档案资源进行收集和开发，并通过责任机制防范风险，加强地域文化档案资源的影响力。

Abstract： The construction of Chinas regional cultural archives resources is not valued in academ？ ic and practical terms， and it is faced with the dilem？ ma of the construction of regional collective memo？ ry， the single level of construction resources and the job of different subjects. The article takes the holistic governance theory as a starting point， draws on the idea of returning to the concept of public service， coordinating organizations at all lev？ els， and realizing multiple supply to construct a theo？ retical framework， and proposes to collect and de？ velop regional cultural archive resources with citi？ zen- centered and multi- subject cooperation. Be？ sides， preventing risks through responsibility mech？ anisms to strengthen the influence of regional cul？ tural archive resources.

近年来，地方综合档案馆在地域文化档案资源建设方面有所突破，方言建档、家谱档案等项目将所在地区特色文化融入公共文化服务之中，丰富了档案资源的建设成果。但从总体上看，档案馆在公共文化建设中的影响力偏弱，在扩大受众群体、增加文化供给等方面进展缓慢。本文以整体性治理理论为基础，对地域文化档案资源建设中存在的问题进行分析，通过以公民为中心、整合治理层级、协调治理方式，为地域文化档案资源建设提出新的思路。

一、我国地域文化档案资源建设现状

地域文化是一个地区精神文明积淀的产物，地域文化档案作为其载体能够反映该地区的特色风俗，包括地方方言文化、饮食特色文化、民间建筑文化等多类文化档案[1]，是社会实践活动的直接产物。地域文化档案资源兼具文化属性和资源属性，在建设过程中需要保护原始价值，开发使用价值。……
