三标一体化管理体系在地勘单位持续有效运行的探讨

【摘  要】质量、环境、职业健康安全三大管理体系标准被称为三标一体化管理体系，被当今世界公认为先进的科学管理标准。三标一体化管理体系就是将质量管理体系（QMS）、环境管理体系（EMS）、职业健康安全管理体系（OHSAS）的管理原则、体系结构和总体要求相互融合并保持一致的综合管理体系，它以产品实现过程为主线，优化资源管理，提高效率和效益，持续追求卓越目标。三标一体化的有效实施，能够为企业抵御风险，赢得机遇，提高企业核心竞争力。

【Abstract】The three management system standards of quality， environment and occupational health and safety are called three standard integrated management systems， which are recognized as advanced scientific management standards in the world today. Three standard integrated management system is the comprehensive management system that management principles， system structure and overall requirements of quality management system （QMS）， environmental management system （EMS）， occupational health and safety management system（OHSAS） are integrated and consistent. It takes the product realization process as the main line， optimizes resource management， improves efficiency and benefits， and continuously pursues the goal of excellence. The effective implementation of the integration of three standards can resist risks， win opportunities and improve the core competitiveness of enterprises.

1 引言

事业单位是由政府职能、公益服务为主要宗旨的一些公益性单位、非公益性职能部门组成，它参与社会事物管理，履行管理和服务职能，宗旨是为社会服务。地勘单位作为事业单位企业化的先行者，为了寻求更好的发展方向和广阔前景，必须实行新的管理体制和运行机制，以达到主动占据市场、充分发挥组织的积极性和创造性、努力提升品牌影响力、提高组织核心竞争力的目标。而质量、环境、职业健康安全三标一体化管理体系就是通过组织结构的配合、人员参与、监督控制、持续改进的整个过程，使企业提高管理水平，增强竞争力。在实践中，三标一体化管理体系的实施对地勘单位的经济增长和社会发展有着重大历史意义。

2 企业实行三标一体化管理体系的意义

三标一体化是指方针、目标统一化、管理职能一体化、体系文件一体化、过程控制协调化、绩效监控同步化、持续改进综合化，简称“三标一体化”。……
