新型“互动式”两票及设备缺陷管理模式研究与应用

【摘  要】众所周知，两票管理是发电企业确保安全作业的基本手段。纵观历年电力系统典型事故案例，多数的事故与两票管理执行有关。设备缺陷是反映发电企业设备运行可靠性的直观指标，缺陷等级及数量多少反映出设备薄弱环节、不可靠性。目前，绝大多数发电企业针对缺陷及两票系统采用独立的系统，长期设备治理缺乏指导性。论文针对此类问题进行深入研究，介绍了新型“互动式”两票及设备缺陷管理模式，实现了信息互传、互相监督、互相约束的功能。

【Abstract】As we all know， two orders management is the basic method to ensure the safe operation of power generation enterprises. Throughout the typical accidents and cases of power system over the years， most of the accidents are related to the implementation of two orders management. Equipment defect is an intuitive index to reflect the operation reliability of equipment in power generation enterprises. The level and quantity of defects reflect the weak links and unreliability of equipment. At present， the vast majority of power generation enterprises adopt independent system for defect and two orders system， and long-term equipment management lacks guidance. This paper makes an in-depth study of this kind of problems， introduces the new "interactive" two orders and equipment defect management mode， and realizes the functions of mutual information transmission， mutual supervision and mutual constraint.

1 系统概述

河北大唐国际张家口热电有限责任公司位于河北省张家口市，地处蒙古高原与华北平原的过渡带，西距山西大同约180km，北靠内蒙古，南距北京约199km，是河北省联系京、晋、蒙的中心城市。厂址自然标高为693～703m，场地开阔，地势较为平坦。燃煤供热机组2×300MW，两票及设备缺陷系统随机组同步投运。两票的使用部门是设备部和发电部，设备部是工作票的归口管理部门，安监部负有监督职责，负责日常工作票静态检查、执行过程中存在的主要问题及控制措施、定期组织“三种人”考试等。设备缺陷管理由设备部负责，发电部、物资供应部、安全监察部、人力资源部、维护项目部协作完成，分工明确、责任明确。两票与缺陷管理是安全生产管理的基础，直接关系到人员的安全、设备的可靠性。
