浅谈T3连接线项目环水保管理控制

【摘  要】高速公路建设规模大、建设周期长、资源消耗集中，与社会进步、经济发展和环境条件密切关联，对于环境保护和水土保持既有积极作用，又有消极影响。论文主要结合中川机场T3航站楼连接线建设项目环水保管理方面的一些经验和做法，探讨高速公路建设项目环水保在施工阶段的管理控制要素，提出了环水保标准化管理的建议，供高速公路及其他建设项目的环境保护和水土保持管理提供参考。

【Abstract】The construction scale of expressway is large， the construction period is long， and the resource consumption is concentrated. It is closely related to social progress， economic development and environmental conditions. It has both positive and negative effects on environmental protection and conservation of soil and water. Mainly combines some experiences and practices of the management of environmental protection and conservation of soil and water in the construction project of T3 connecting line of Zhongchuan Airport， this paper discusses the management and control elements of environmental protection and conservation of soil and water in the construction stage of expressway construction project， and puts forward suggestions on standardized management of environmental protection and conservation of soil and water， so as to provide reference for the management of environmental protection and conservation of soil and water of expressway and other construction projects.

1 引言

近年来，甘肃省高速公路建设快速发展，公路建设项目环水保问题逐渐成为社会和人们所关注的重大问题。中川机场T3航站楼连接线建设项目作为甘肃省“十三五”期间立项开工的重要基础设施工程项目，努力践行绿色发展理念，将环水保工作提升到全新高度。根据本项目特点，从完善制度、改进方法、细化要求、运用新技术等方面着手，着力实施项目建设环水保标准化管理，取得较好成果。

2 环水保管理工作目标

利用新技巧、新材料、新工艺，强化环境质量监测，优化环境保护工作机制，做到低能耗、低污染、低排放，以最小的环境代价和资源代价，建设“环保生态路”。坚决做到“少破坏、多保护、少扰动、多防治”，使环境保护和水土保持达到《环境影响评价报告书》和《水土保持方案》要求，确保沿线景观不受破坏，对沿线居民生活影响降到最低。
