食品检验方法标准体系研究

摘要：食品检验方法标准体系作为食品安全标准体系中的重要组成部分和核心内容，深入开展食品检验方法标准体系的研究将有利于全面提升我国食品标准化水平。目前，我国食品检验方法标准体系中存在着检验方法缺乏、不匹配、适用性差等问题，应加强评价体系建设，完善标准更新制度，探索体系适用性，推进检验方法标准国际化，为标准体系高水平发展探寻突破口。

Abstract： As an important component and core content of the food safety standard system， the standard system of food inspection methods would be conducive to the overall improvement of the level of food standardization in China by carrying out in-depth research on the standard system of food inspection methods. At present， there are some problems in Chinese food inspection method standard system， such as lack， mismatch and poor applicability of inspection methods. We should strengthen the construction of evaluation system， improve the standard renewal system， explore the applicability of the system， promote the internationalization of inspection method standards， and explore a breakthrough for the high-level development of the standard system.

食品安全是食品中有毒、有害物质对人体健康影响的公共卫生问题，也是国家或社会的食物保障，判断是否具有足够食物供应的基准。为鉴定食品卫生、质量、安全和营养，应对微生物污染、农药残留等食品安全问题，我国对食品检验的需求正不断加大。2016年12月，原国家食品药品监督管理总局印发的《食品检验工作规范》（食药监科﹝2016〕170号）对食品检验机构和检验工作人员进行管理，针对抽（采）样和样品管理、检验、结果报告、质量管理等关键环节进行有效规范。2017年2月国务院发布的《关于印发“十三五”国家食品安全规范和“十三五”国家药品安全规划的通知》中指出，应加快建设食品安全检验检疫体系，加强检测检验信息化建设，组织开展食品快速检验方法评价，规范快速检验方法应用。

2018年12月由全国人大常委会发布的《中华人民共和国食品安全法》指出，应以食品安全风险评估为基础，推进我国食品标准清理整合，提高标准的科学实用性，同时借鉴国际标准，结合人民群众健康需求，构建符合我国国情的食品安全国家标准体系。……
