茶产业巩固脱贫攻坚成果的实践探索

摘要：发展茶产业可带动地区提质增效和增加农户收益，为乡村振兴提供有力支撑。三江侗族自治县利用生态优势，加强标准化基地建设，培育茶产业龙头企业，出台激励政策，促进产品销售，创建核心品牌，加强人才培养等推进茶产业高质量发展，取得了一定成效。三江侗族自治县发展茶产业主要经验包括加强组织领导、加强资金保障、引领绿色发展、提高产业品质、完善配套设施。为进一步促进三江侗族自治县茶产业高质量发展，全面推进乡村振兴，应提升产业品质、打造区域公用品牌、加强一二三产融合发展。

Abstract： The development of tea industry can improve regional quality and efficiency and increasef'armers'income， providing strong support for rural revitalization. Sanjiang Dong Autonomous Countymakes use of ecological advantages， enhances standardization base construction. cultivates teaindustrial leading enteiprises， issues incentive policies， promotes product sales. establishes corebrands. and strengthens personnel training to promote high-quality development of tea industry， whichhas achieved certain results. 三江侗族自治县北与湖南省通道县、西与贵州省黎平县接壤，三江侗族自治县属于国家级深度贫困县，2015年精准识别建档立卡贫困人口92406万人，贫困村98个，贫困发生率为25.22%。开展脱贫攻坚工作以来，三江侗族自治县把茶产业作为脱贫主导产业来做大做强，通过出政策、强基地、扶龙头、打品牌、扩营销等举措，积极推进茶产业提质增效，助推产业扶贫。近年来，三江侗族自治县茶园种植面积由10733hm2增至13333hm2，增加了2600hm2;绿色食品基地由原来的Ohm2增至9186hm2;干茶产量达到1.55万吨，产值16.8亿元，产量增加0.4万吨，产值增加5.3亿元。全县涉茶人员30万人，茶叶产业覆盖全县98个贫困村，建档立卡贫困户种植茶叶覆盖率为74%、覆盖贫困户16064户。“十三五”期间，三江侗族自治县农村居民年可支配收入从6672元增长到14929元，贫困人口由原来的21709户92406人减少到现在全部为0。……
