新基建下发展网络安全产业的新思考

当前，数字化社会进程不断提速，新一代数字化基础设施建设加速发展，对网络安全提出了新的更高的要求，深刻影响着网络安全产业高质量发展。本文通过梳理网络安全产业发展历程，深入分析新基建背景下网络安全产业的新变化，从产业创新，市场发展和机制建设等方面提出了网络安全产业发展的建议。

Nowadays,the process of digital society is accelerating,and the construction of next generation digital infrastructure is accelerating,which puts forward new and higher requirements for cybersecurity,which has a profound impact on the highquality development of cybersecurity industry.This paper combs the development process of cybersecurity industry,deeply analyzes the new changes of network security industry under the background of new infrastructure,and finally puts forward some suggestions on the development of network security industry from the aspects of industrial innovation,market development and mechanism construction.

0 引言

没有网络安全就没有国家安全。网络安全是信息时代国家安全的战略基石，事关国家安全和国家发展，是促进国家发展的前提和条件，事关广大人民群众工作生活。网络安全与政治安全、经济安全、文化安全、社会安全、军事安全等领域相互交融、相互影响，已成为我国面临的最复杂、最现实、最严峻的非传统安全问题之一，日渐成为关乎全局的重大问题，网络安全产业的高质量发展成为迫切需要改变传统安全思维模式、建立新发展业态的重大问题[1]。

当前，在动荡的世界百年变局、汹涌的全球疫情冲击之下，数字社会的进程正在不断提速，传统发展模式无法适应历史性变化和未来发展趋势，经济社会发展亟需加快数字化转型。

以互联网为代表的新一轮技术革命催生了整个社会的信息化[2]。随着数字化、网络化程度不断与社会的生产、生活深入融合，大数据、云计算、区块链、物联网等新技术新业态的不断创新，使得人与人、物与人、物与物的互联互通成为常态，网络成为社会生产生活基础性连接的重要组成部分[3]。……
