营商环境的评价影响因素分析与市场监管部门的路径优化

摘 要：随着社会经济的发展，优化营商环境是提高市场活力和创新能力的重要途径。当前，改革进入攻坚期，如何在实践和评估中进一步优化营商环境成为重要命题。本文通过分析世界银行和国家层面营商环境的评价指标及影响评价的关键因素，并归纳总结贵州省营商环境评估实践探索，以期对市场监管部门优化营商环境工作路径提出优化对策和建议。

Analysis on Influencing Factors of Business Environment Evaluation and Path Optimization of Market Supervision Department

Abstract： With the development of social economy， optimizing the business environment is an important way to improve market vitality and innovation ability. At present， the reform has entered a critical period. How to further optimize the business environment in practice and evaluation has become an important proposition. This paper analyzes the evaluation indicators and key factors affecting the evaluation of the business environment at the world bank and national levels， and summarizes the practical exploration of the business environment assessment in Guizhou Province， in order to put forward optimization countermeasures and suggestions for the market supervision department to optimize the business environment.

營商环境是指的是市场主体在准入、生产经营、退出等过程中所涉及的政务环境、法治环境、市场环境、人文环境等有关外部因素及条件的总和，其涉及社会经济改革和对外开放等众多领域，覆盖了影响企业活动的社会要素、政治要素、经济要素和法律要素等方面[1]。自2018年以来，世界银行全球营商环境评价产生广泛影响，党中央、国务院和省委省政府视优化营商环境为国家治理的重要组成部分之一，优化营商环境各项工作在我国各地得到持续高度的重视，其相关评价指标为各地方政府推进深化改革、制度创新、政策升级提供了重要指引[2]。

1世界银行层面影响营商环境评价的主要指标与关键因素

评价和评估是指对某一特定对象的质量、价值、特征、效果、满意度等进行衡量并做出评判、最终形成评判结果的过程。系统地评价和评估营商环境的关键在于建立起一套相对完善、科学、客观的评价指标体系。
