第三次国土调查城镇村内部细化调查方法研究

摘  要  基于第三次国土调查城镇村内部细化调查的工作要求和数据基础，梳理了城镇村调查边界划定、城镇村土地利用框架构建、城镇村土地利用图斑转绘、城镇村土地利用类型判定、外业补充调查等城镇村内部细化调查环节;归纳了1：2000基础地理信息数据、不动产登记数据、基础性地理国情监测数据等已有调查成果在各调查环节的数据转换利用方式，为城镇村内部细化调查提供了技术参考，极大提高了调查工作效率和数据精准度。

Abstract： Based on the requirements and data foundation of the City & Town & Village landuse subdivision survey in the Third National Landuse Survey， this paper has inductived the survey links of the City & Town & Village landuse subdivision survey such as determining the landuse survey boundaries， constructing the landuse framework， dividing the landuse pattern spots， determining the type of landuse， carrying out the supplement field investigation. And this paper has summarized the data conversion and utilization methods of the 1：2000 Basic Geographic Information Data， the Real Estate Registration Data， the Basic Geographical Monitoring Data， and so on. By providing technical references for the City & Town & Village landuse subdivision survey， fully improve the work efficiency and data accuracy of the City & Town & Village landuse subdivision survey.

隨着工业化、城镇化的快速发展，建设用地供需矛盾日益突出，必须贯彻“严控增量、盘活存量、放活流量”的建设用地管控方针，而精准实施差别化用地政策的前提是全面查清城镇村内部各类建设用地状况。因此，第三次国土调查要求对城市、建制镇、村庄内的土地利用现状开展细化调查，查清城镇村内部商服、工业、仓储、住宅、公共管理与公共服务和特殊用地等地类的土地利用状况。基于第三次国土调查时间紧、任务重、要求高的特点，充分利用现有土地调查成果，辅助开展城镇村内部细化调查，能有效提高调查效率、数据精度和成果准确度。本文根据第三次国土调查的技术要求，结合现有调查成果的数据特征，研究探讨利用现有各类土地调查成果开展第三次国土调查城镇村细化调查的技术方法。……
