浅谈第三次国土调查统一时点更新的技术方法

摘  要  统一时点更新是第三次国土调查的收官工作，也是确保第三次国土调查成果质量的关键环节，做好统一时点更新工作对确保第三次国土调查成果的现势性具有重要意义。本文结合工作实践，对统一时点更新的前期内业处理、外业调查举证等关键环节进行了讨论，为开展统一时点更新以及日后的年度变更调查提供参考。

Absrtact： The unified time point update is the closing work of the Third Land Survey， and it is also the key link to ensure the quality of the results of the third land survey， it is of great significance to update the unified time point to ensure the current situation of the results of the third land survey. Based on the Work Practice， this paper discusses the key links of the unified time-point update， such as the pre-processing of the internal work， the proof of the field work， and so on.

1   概述

第三次全国国土调查（以下简称“三调”），是一项重大的国情国力调查，是查实查清土地资源的重要手段，目的是全面细化和完善全国土地利用基础数据，掌握详实准确的国土利用现状和自然资源变化情况，进一步完善国土调查、监测和统计制度，实现成果信息化管理与共享，满足生态文明建设、空间规划编制、供给侧结构性改革、宏观调控、自然资源管理体制改革和统一确权登记、国土空间用途管制、国土空间生态修复、空间治理能力现代化和国土空间规划体系建设等各项工作的需要。

三调于2017年10月8日正式启动，已历时两年有余。利用优于1米的遥感影像，采用内业解译、全野外逐图斑核查的方式，已初步形成三次调查的初始调查成果。初始调查的外业调查工作已于2019年4月基本结束，此后主要开展内业上图入库、数据分析与成果质量检查等工作。按照全国第三次国土调查实施方案的要求，三次调查的标准时点为2019年12月31日，也就是要将初始调查成果全面更新到2019年12月31日。……
