突发公共卫生事件背景下北京冬奥会风险防范与对策研究

摘  要：2019新型冠状病毒疫情构成国际关注的突发公共卫生事件，给2022年北京冬奥会以及冬残奥会的筹办带来严峻挑战，文章通过梳理借鉴国外奥运会举办地，即里约热内卢奥运会、平昌冬奥会和东京奥运会举办地应对突发公共卫生事件的经验，结合2019新型冠状病毒疫情的特点，立足于中国防疫的现实国情，尝试探析北京冬奥会面对此次突发公共卫生事件时应如何进行风险防范与应对。

Abstract：The COVID-19 pandemic constitutes a public health emergency of international concern， which brings severe challenges to the preparations for the 2022 Beijing Winter Olympics and the Winter Paralympics. By drawing on the experience of dealing with public health emergencies in the host areas of foreign Olympic Games， namely the Rio Olympics， the Pyeongchang Winter Olympics and the Tokyo Olympics， combined with the characteristics of the COVID-19 pandemic， based on the actual situation of epidemic prevention in China， this paper attempts to explore the risk prevention and response of the Beijing Winter Olympics in the face of the public health emergency.

瑞士日內瓦当地时间2020年1月30日，世界卫生组织（WHO）总干事谭德赛根据《国际卫生条例（2005）》宣布：“The outbreak of 2019-nCoV constitutes a PHEIC”，即2019新型冠状病毒疫情构成国际关注的突发公共卫生事件。[1]2019新型冠状病毒疫情（以下简称“新冠疫情”）在全球范围内对经济、体育、公共卫生等多个领域产生深刻影响。新冠疫情给国际大型体育赛事、产业等带来巨大冲击，许多国际大型体育赛事已被暂停、延期、改变举办地，或在无观众的情况下举行，有的赛事甚至被取消。

一、突发公共卫生事件对北京冬奥会的冲击

新冠疫情给2022年北京冬季奥运会（以下简称“北京冬奥会”）以及2022年北京冬季残疾人奥运会（以下简称“北京冬残奥会”）的筹办带来严峻挑战，主要体现在以下四点。

（一）北京冬奥会筹备工作进展受阻
